Research On The Base Foundation And Development Of Wine Industry In The East-Foot Area Of Helan Mountain

Wine industry is one of the six key industries of Ningxia. With unique natural resource in the eastern area of HeLan Mountain, the wine industry holds some advantage that no other areas can compete. However, the potential for grape and wine industry in Ningxia is far from fully developed. The total acreage for grapes and the grape production of the province only share 9.7% and 1.15% respectively of that of the whole nation, the wine production occupy 6% of the country's volume. Local government put great emphasis on the industry and plans the future development strategy to make full use of the outstanding natural resources. This paper fulfills base foundation and analytical research on the wine industry in the east-foot area of Helan mountain, with an aim to put forward measures and strategies for government decisions.Analyzing the structure and trend both domestically and internationally, the paper studied the main challenges and chances for wine industry in the east-foot area of Helan mountain. Relevant policy, socioeconomic conditions and natural conditions were investigated to assay the favorable and restrictive factors of the local wine industry. SWOT analysis model and construction model were hired to propose suggestions for wine industry in the east-foot area of Helan mountain: 1) adjust the structures of local wine industry;2) develop wine cultural for the industry.Facing the unprecedented opportunity of wine industry in the east-foot area of Helan mountain, to achieve and promote its development, this paper submitted the following policy suggestion: first, adjust the relevant financial policy (policy of government spending), strengthen the support for wine industry, increase financial input for research, technology up-date and popularize, disease and environmental stress control, and enhance the infrastructure construction;Secondly, modulate the revenue policy (financial income policy),cut down the tax rate;Thirdly , consummate support policy for the industry which would include: structure policy, organization policy, technology promotion policy and layout policy, establish a set of policy that is in favor of the wine industry to participate the international competition, enforce its competition ability.
