The Research On The Questions And Countermeasures Of Developing A Low-carbon City In Dongying

The low-carbon economy is the RevolutionⅤwith global climate change and economic development, including low-carbon industry, low-carbon cities, low-carbon life and so on. As the second world economy of China will inevitably need to experience the transformation from high carbon economy to a low carbon economy. However, Chinese low-carbon cities construction need to combine with economic development and achieve a balanced development. without the cost of economic development.. Dongying city is not only the Shengli oilfield located, but the mouth of the Yellow River located, which has the national wetland nature reserve and rich clean energy sources such as wind, solar, geothermal energy, etc. all of these provide good natural basis .for Dongying low-carbon city construction . Meanwhile, the 2009 national strategy "Development of the Yellow River delta efficient biota" and the 2011"Shandong peninsula the establishment of blue zone" provide opportunity .for Dongying city transformation and low carbon development .Therefore this paper review and low carbon cities at home and abroad advanced experience related theory and documents, using relevant material, qualitative analysis and investigation method, the expert questionnaire, literature reading methods and so on many kinds of methods, by using the engineering project management and related theory of strategic management of Dongying city development present situation and existing problems are analyzed. And we can establish a low-carbon city development model to estimate the future emissions of carbon dioxide that is the goal of Dongying's low carbon city according to the economic scale of Dongying. In combination with the actual situation of the basis of Dongying, from the government, enterprises and urban residents three aspects the corresponding countermeasure is put forward.
