Unber the background of economic globalization and information integration,the third industry has become the most important part of the economic development of all countries.In recent years,the third industry,s contribution to the china,s economic development and the absorb of labor force both rising.There are 262 resource-based cities in our country which more than 90% of them have entered the mature period and recession period,petroleum resource cities are no exception.Therefore,only relying on oil industry to maintain economic development has became difficult to continue.The transformation of city economic is imperative.However,monotonous sentential is very common in industrial structure and employment structure of oil resource city in our country,especially the third industry development is seriously lagging behind.So the petroleum resource cities should pay attention to the adjustment of the industrial structure,increase the strength of the industrial structure,increase the strength of the development of the third industry.As the seat of Shengli oilfield,Dongying is a typical petroleum resource type city,the transformating of industrial structure and the development of third industry are imminent.Therefore,based on petroleum resource cities such as Dongying,research and analysis the development situation of third industry to explore the main countermeasutes for the development of the tertiary industry,in order to provide reference for other resource-based urban to develop the third induetry.Combing with theory and empirical methods,based on the present situation about the third industry of Dongying.First of all,using the regression analysis method analysis the contribution rate that three times industry act on economic growth rate of Dongying,then the importance of developing the third industry obtained.Secondly using horizontal and vertical comparative analysis to compare the economic level of Dongying with the 11 oil resource type city.Constructs the evaluation system of the information entropy to make a comprehensive evaluation of the 11 resourced cities and the third industry developed cities.Finally,using factor ananlysis method to analyse the development level of pectins in the third industry of Dongying.In the six chapter in this paper,the author puts forward the countermeasures of the rational distribution of the third industry basbed on the existing advantages of the third industry development of Dongying.According to the current situation of the development of the new industry in Dongying,the countermeasures to build a new third industry cluster are put forward.In view of the problems of technology and talents of the third industry in Dongying,the countermeasures of providing technology and talents for the third industry are put forward to increase the input relationship is not harmonious,constructing of a mutually benefical and win-win relationship between oil and land to provide space for the development of the third industry is proposed.To improve the status quo of the third industry in Dongying,so as to enhance the overall competitveness of the city.
