A Study On Development Problems Of Low-carbon Cities In China

The concepts of global climate change and low carbon revolution have been brought up and discussed fiercely in the recent years. The rapid development of social economy has improved the level and quality of the daily life for human race. While mankind rejoicing the enormous amount of their material and spiritual fortune, we are also facing countless problems such as resources shortage, environment contamination, global warming, ecological unbalance. One of the problems is the haze these years in China that have drawn people’s attention and concerning to the environment issue. At the moment, China is at the key point of the transition of economy structure and the acceleration of urbanization, and how to achieve the balance between economy development and environment protection is now the major problem we have to handle with. Urban area is responsible for cutting down pollution, saving energy and protecting environment, because it plays the key role in which human activities mainly take place. To achieve the balance, China have proposed the idea of building low-carbon city, which will be popularized from the pilot program cites to the general ones. We have made some achievement and accumulated some experience through the pilot program cities but also have to work on some problems and challenges. We must have further research on how to develop a low-carbon city to provide more constructive suggestions.The research takes the low-carbon cities in China as the subject. The core issue of the research is to formulate a 2D analyzing frame for the making of the policy for the low-carbon cities in the country by selecting different types of low-carbon policy instrument. To accomplish such a framework, samples of the content of national low-carbon policies will be analyzed with the method of applied statistics. Suggestions on the development of the low-carbon cities in China have also been proposed combined with the current situation of the practical development, which is the innovation of the research.Thus, the article first analyzed the basic theories and the background of the development of the low-carbon cities. Then, concluded the achievements on the design and the development of low-carbon cities. And based on the theory and the reality, took exemplification the program of developing low-carbon cities. Furthermore, proposed a vision for the developing pattern of low-carbon cities for China in future, which might be a pattern suits the reality and feature of the country to optimize the development of such cities.
