Dongying City Government Investment Promotion And Capital Introduction Problems And Countermeasures

In recent years, with the development of open to the outside world and reform, the localgovernment had made great efforts for the activity of attract bid for attract investments fromChina and abroad. Accompanied with the beginning and development of marketing economy, theactivity had played a great role for the quick development of the economy. As a new rising city,Dongying made a lot of achievements with its local resource advantages by such activity in14years. But Dongying as the core city of two economic zones, some problems exposed during theprocess of the activity with One Yellow and One Blue economy strategy. This thesis is based onthe real facts of the activity of Dongying city, presents the existed questions, analyzes the reasons,and researches a set of way to deal with the problems. Firstly, we must confirm the achievementsthat Donying government achieves and its efficient work, especially the all in one service whichsolved all the problems of the investor. Dongying government also did not only follow all the oldroutines used before, such as Investment Meeting but also made various ways for the activity todraw attentions of investors, such as internet and agent investment, such ways are based on therole of Donying government plays in the process of the activity. Secondly, because thegovernment played the wrong role, we will base on the view of government function to analyzesome problems occurred during the process of the activity. Sometimes, the government officersonly struggled to do their job to finish their investment task but not researched if the investmentwas good or bad to the local area, how much economic benefits or job opportunities would itbring, which kinds of taxes could be increased, even nor how to prosperous economy. Some officers even did not understand attract investments, they considered only to take the money inbut do not think or specify the activity from the policy aspects. They would not consider aboutthe industrial layout nor constructure of local economy but only dispatched their tasks to eachlocal government and they were asked for fulfilling it. Such blind and random behaviors wouldnot help offers finish the investment tasks, they even could influence the investment quality ofDongying city, the wast resources and the environment. The compete among each cities madeevery investment have its special policies. And lots of them were beyond the bottom of ourcountry’s polices and confidential agreements. At last, I will do the problems andcountermeasure research, and analyze the reasons and find a strategy which would be suitable forDongying economic development. The government should make the suitable strategy based onthe right understanding of Dongying area advantages and continuous investment environmentchanges. To change the mode of attract investment from the scale type to the benefit type, changethe function of the government of Dongying in time, transfer intervene function to servicefunction, change its subject status in attracting investment to serve for enterprises which as thenew strong subject, improve service consciousness, setup service mechanism, build ahigh-quality investment team, improve the investment environment of Dongying progressively,promote the market-based process of attract investment,implement going-global strategy andbringing-in strategy firmly combining together. Using all these methods to make the attractinvestment developed harmoniously in a healthy way and offer motive force for rapiddevelopment of the market economy in Dongying. As a MPA student, I want to take Dongying city as an example to analyze its attract investment job as per my knowledge from my major themanagement of government in the university. Through utilizing many kinds of methods such asthe comparative methods, analyzing methods and illustrating methods, on the basis of analyzingthe background of Dongying attract investment, the relevant theories and environment both athome and abroad, I will summarize the role that the Dongying municipal government should actin the attract investment and the improved questions the government should pay its attention to. Iwill work to look for the direction of the decision-making mechanism of Dongying’s attractinvestment for Dongying municipal government with my faint strength.
