Our country is in the current rapid development period of industrialization and urbanization with a large population and less land as well as the scarcity of arable land resources, so the contradiction between supply and demand of land for construction is very conspicuous. In 2004, the State Council declare clearly that our nation will carry out the resource conservation activities in the nationwide, accelerate the pace of constructing resource-saving society. Under such background, as for land use planning in the protection of resources and development dilemma, economical intensive land use has become the inevitable choice, which can ease land supply and demand contradictions in order to ensure socio-economic stability and development in the new period.This article is under the background of the national construction of resource-saving society, exploring the problems of economical intensive land use as the author consult a series of classical works about land use, connect with the actuality of land use in our country and Hunan Province. The article can be divided into six chapters to expound: mainly discuss the problems of economical intensive land-use, which is under the background of resource-saving society. The author define the notion of resource-saving society and economical intensive land use, expound the theory about land-use problems, try to make the subject of the article is base on the stable theory.analyses the relative elements of influencing the economical intensive land use concretely, exploring the internal impetus mechanism and external influential elements of economical intensive land use generally. This article introduce the internal driving force of land-intensive use such as enterprise, industry, settlements, space of cities concentration, as well as the effect of agglomeration economies. At the same time, the relationship between people and land, economic development, markets of factor and government intervention are the important external forces which affect the intensive use of land.define the economical intensive land use by economics, construct the indicators of menstruation of the economical intensive land use. Author construct three types of indicators which are the regional evaluation of intensive land use, subdivision-type land evaluation of intensive land use and district evaluation of intensive land use, then give method of determining the weights and calculating the integrated value. Author try to make the Indicator objectively and relevantly as far as possible.It is according to the indicators for the evaluation analyze of the intensive use of land, for enhancing the efficiency of land use as the core, explore the measures and ways of intensive use of land-saving from the concept, technology, management, systems and policies, to promote the land use in accordance with the evaluation requirements for conservation, in order to provide a scientific basis for saving the valuable land resources, building a resource-saving pattern, changing the mode of economic growth and achieving sustainable economic and social development.At last, the author use Hunan Province as an example, analyze the economical intensive land use, through the application of Chapter Four's construction indicators, as well as acquisition of land-use data of Hunan Province in recent years, using the analytic hierarchy process, coming to the dynamic changes and development trends of the economical intensive land use level in Hunan Province, then give relevant policy recommendations .
