The land is the basis on which human rest. Research on land saving and intensive use will be helpful in developing the potential of land that would keep the sustainable development of the whole society. Rural-urban fringe is a combination of city and country that has both characteristics of the city and country area. As lacking of deserved attention, these regions are not well explored in a sustainable development concept. This paper has mainly concentrated on land saving and intensive use of rural-urban fringe area of Beijing.At first, the paper analyzed the characteristics of land use type in the rural-urban fringe area after an intensive discussion of its intrinsic meaning. The aim of this analysis is to find the reason for its existence and relationship between the land use and its economic momentum. After that, efforts were put into the meaning of land saving and evaluation and its related concepts, including the indicator system designing, impetus analysis, principle and methodology.Position determination of rural-urban fringe area is one of main aim of this paper. The index of building density as well as a combination of resources at hand was selected after an analysis of principle and methodology. Thus, a relatively precise result was acquired for the rural-urban fringe area in Beijing that ranged from 10% to 18% for building density and covered an area of about 1442 km2.The building density, one of key indices for land saving and intensive-use evaluation, still has its shortcomings. The paper has put forward a new vector index for studying the buildings in plane—land development density (LDD) which reflects the ratio of buildings'covering, the number and the degree of the buildings'compactness. The indicator system can be better applied for land use study and land evaluation by incorporating new indices.Based on availability in the process of evaluation, three indices including land development density, population and accessibility were incorporated by Entropy method of weight determination to study the intensivity of the region and quantitatively analyze the potential of land use in the rural-urban fringe area in Beijing. Four types of land use patterns were established according to the characteristics and functions of urban fringe area. The detail develop patterns were achieved for Beijing to ensure the scientific implement. At last, countermeasures were brought forward to effectively improve the land intensive use of urban fringe area and provide references for urban planning and management.
