With the development of socialist market economy, the growth of population, urbanization, the process of industrialization, the demand for construction land is increasing constantly. Due to the reason of limited supplyment of construction land, it must inevitably lead to the sharp contradiction between supply and demand of construction land increasingly.Economical and intensive land use has become an inevitable choice to alleviate the contradiction between supply and demand of construction land, And it is an effective way to promote economical and intensive land use by strengthening pre-approval management of construction land. The implementation of standardized management is the country’s important measures for social management currently to build a service-oriented government, clean government, efficient government. Facing the reality of the increasingly prominent contradiction between supply and demand of land, Changsha Land and Resources Bureau took the first social management and public service comprehensive standardization pilot in our country as an opportunity, and started “Comprehensive Standardization for Economical and Intensive Land Use Research in Changsha City”. It’s purpose on promoting work standardization, procedured operation and detailed management for economical and intensive land use in Changsha city.This paper is an important part of the subject, is for the purpose of analysis present situation, existing problems and reasons of existing problems for pre-approval management of construction land in Changsha City.Through this to establish suitable,practical pre-approval management of construction land standard system in the administrative area of Changsha City, to compile specific standards for pre-approval management of construction land in Changsha City,give full play to the standardization to improve economical and intensive land use efficiency and the level of public service. This paper not only started with the concept of standardization for pre-approval management of construction land in Changsha City and maked a clear explanation of the pre-approval management, economical and intensive land use, standard, standardization and standard system,but also laid system theory, economical and intensive land use theory and standardized management theory as the theoretical basis for this research. This paper analyzed present situation for pre-approval management of construction land in Changsha City meticulously, found out problems and reasons of problems for pre-approval management of construction land in Changsha City, provided the basis for the construction of the pre-approval management of construction land standard system in Changsha City. It established the standard system of pre-approval management of construction land in Changsha City by Using the comprehensive system research and macro and micro analysis combining method of constructing standard system, and established the service to provide standard system of the core contents in the standard system of pre-approval management of construction land in Changsha City. The core contents involves the specific business aspects of the contents for pre-approval management of construction land, including pre-approval of construction projects, review and approval of construction land and supplyment of state-owned construction land.This paper compiled five standards,included the specification for pre-approval of construction projects, the specification for review and approval of construction land, the specification for using bidding, auction, listing method to transfer state-owned construction land, the specification for using negotiation method to transfer state-owned construction land, the specification for using allocation method to transfer state-owned construction land.It strived to economical and intensive land use management measures and means into the links of pre-approval management of construction land and put the specific review content,review process, review requirements and operational means with economical and intensive land use management to each specific position and business sector.of the work process and work time, to promote and promote economical and intensive use overall level to provide technical support.It regulated the specific operational aspects of the work process and work time and provided technical support for promoting and enhancing the overall level of economical and intensive land use comprehensively.
