The Research On Measure Of Benefit Famers Policies Of Hunan Province

In a long period of time, all levels of government are very concerned about the "Three Rural Issues". Chinese Communist Party Central Committee and State Council unveiled a number of policies to strengthen the agricultural foundation, protecting the interests of farmers and maintaining rural stability, and develop the rural economy. In the constant process of adjusting and improving,the "Three Rural Issues" policy. Hunan Province earnestly implement the central's "giving more, taking less liberalize" policy, formulated a series of preferential agricultural policy to benefit farmers, the results it has achieved in implementing the policy is obviously to see. However, in the policy implementation process, it has also constantly exposed some problems, how to crack "three rural" problem effectively and stability, and improve the benefits of agricultural policies become an important issue.This paper briefly reviews the policy since the reform and opens up of China, deeply analysis the background of Hunan Province's policy on benefit famers. Through a large number of data and information, this paper summary the results Hunan has achieved in the implementation of benefit famer policy. At the same time this paper objectively analysis the current grim situation which Hunan province faces in "three rural issues", profoundly points out the problems and causes in Hunan Province's benefit famer policy, the causes which affect the effectiveness of the policy-making process, the " internal input" feature of policy making process, policies are lack of complementary, policies'feedback channels and paths are not smooth, all these above have a direct effect to make a certain gap between policy goals.This paper bases on identifying the problems and gaps, makes suggestions of improving Hunan's benefit famer policy through the reference and comparison of the benefit famer policy at home and abroad: First, further improve the benefit famer policy decision-making mechanism, pursue the policy of democratic and scientific decision-making. Second, further improve the mechanism to implement preferential agricultural policies and strive to improve the grass-roots execution of government policies. Third, improve the public finance system; balance the public goods protection mechanism between urban and rural. Fourth, establish and improve the accountability, and further improve the benefit famer policy, oversight mechanisms. Establish and improve a mechanism to increase the income of peasants and take effective measures to promote the policy of the letter to be implemented at the basic level, which is expected to benefit famer policy objectives, stability and development in Hunan agricultural production through the improvement of the benefit famer policy.
