According to the Statistical Communique of the People's Republic of China on the 2016 National Economic and Social Development published by the National Bureau of Statistics in 2017,the agriculturalpopulation account for forty percent of the total population in mainland China.With the progress of urbanization in China,the number of agricultural population is decreasing year by year,the issue of peasants remains a key issue for China.To handle the problem of agriculture,rural areas and peasants(referred to as the "three rural issues")have a bearing on the stability and development of the country.The core of the "three rural issues" is to solve the problems of peasants,while the essence of the problems of peasants lies in the problems of land.Increasing the income of peasants and narrowing the income gap between urban and rural residents are the only way to achieve common prosperity.The current rural land system of China is called the Household Contract Responsibility System.In this system,the most basic unit of ownership of land is the village group,and land is equally distributed among members of the group.This system is conducive to providing peasants the enthusiasm for planting and stimulating grain production and income.However,with the development of social economy and science and technology,the original distribution of land no longer meet the needs of rural economic development.And this household contract responsibility system has impeded the improvement of agricultural production efficiency.The emergence of land transfer has improved the household contract responsibility system.It allows the transfer of land between individual contractors,individuals and village collectives,between individuals and enterprises,and between village collectives and enterprises.This is conducive to the integration of land resources,to achieve the scale of agricultural production,mechanization and modernization.This paper takes the practical problems of land transfer in Xiayukou Town of Anxiang County as an example to study the current achievements and the typical problems that still exist in the land transfer of Xiayukou Town.Insummory,there are two kind of problems in this County's land transfer:firstly,disputes arising from the transfer of land have become the factors that affect social stability;secondly,lacking of scientificand rational guidance of land transfer.Through some advanced modes of land transfer in other counties and cities in our country,some personal measures to solve the problem of land circulation are put forward.These methods can be roughly divided into two kinds:at first,to achieve institutional innovation;and secondly,to encourage and support the transfer of land.Land transfer is a challenging systematic project.Keeping land transfer healthy and orderly can help to increase peasants' income,increase grain output,and promote rural economic development so as to achieve industrial restructuring.This requires that the individuals involved in land contracting management,grassroots governments and enterprises,uphold the principle of seeking truth from facts and steadily push forward in accordance with the principle of gradual and orderly progress,and finally find a land transfer system that suits the current national conditions in our country.
