The development of "agriculture?rural areas and peasantry" includes rural development?agricultural development and peasants'development. We always putting the development of "agriculture?rural areas and peasantry" a top priority in Chinese revolution?construction and reform. The party and the government have veiled the "No.1 Central Document" about the development of "agriculture?rural areas and peasantry" for thirteen years in a row since the new period. In terms of policies of the party and the country, it remains our top priority in addressing these problems in the development of "agriculture?rural areas and peasantry" and the major historical task of building a new socialist countryside. The central government proposed some strategies for "the industry to nurture agriculture", which is the main background of the building of a new socialist countryside. The central government stressed that we should conduct the reform of rural finance to achieve the goal.As the central government puts more attention to the development of "agriculture?rural areas and peasantry", these issues has became focus issues, such as the reform of rural financial system, the enhancement of rural financial service, rural development and the other issues. The new ideas how to make finance support the development of "agriculture?rural areas and peasantry" is the specific measures to implement the spirit of the fifth plenary session of the eighteenth central committee of CPC and realize the great Chinese dream.This paper pointed out some problems in the implementation and the use of financial policies in terms of rural development, agricultural development and peasants' development, taking Yanbian Korean Autonomous Prefecture in Jilin Provence as an exzmple, it gives some sincere suggestions for the finance facilitates the development of "three agriculture" in relatively poor backward areas.On the basis of the theory analysis for the function of financial policies in the new period, this paper made a further analysis for some problems in financial support toward agricultural policies in Yanbian area and work out correspond policy advices given those limited factors and practical truth.
