Current Rural Land Management Scale Problems

Rural Land Management Scale is the current settlement "three rural" issue of a basic work , famer and rural area and it is getting more and more remarkable with the further development of rural reform. Diverse-formed appropriately scaled operation was put forward as an innovative system of rural land management in 17th National Congress of Communist Party of China. In this article some useful exploration in this issue and public suggestions are involved on the basis of the actual situation in the countryside.The dissertation deals with the following points: First, introducing Marx's major viewpoints on appropriately scaled operation of rural land after sorting the researches of domestic and foreign scaled operation , reviewing the history of it in the New Era , stressing the inevitability of scaled operation replacing the ownership of small pieces of land, thus demonstrating the appropriate scaled operation meets the requirement of the transformation of agricultural structure and it is significant to develop it.Deeply analyzing the major problems on appropriately scaled operation of rural land closely around the 4 main types of appropriately scaled operation of China's current agricultural land :⑴land circulation system is not perfect, too many laws restrict it and land ownership is not clear;⑵the overall low quality of the rural labor force and imperfect rural labor market makes it difficult to transfer rural labor force;⑶Social security function of agricultural land is stronger than the production function, the rural security system and an agricultural insurance system is flawed;⑷underdeveloped industrialization of agriculture, farmers with low degree of organization.Viewing of the constraints above , the paper presents some moderate scale agricultural countermeasures: firstly, go further to perfect the land transfer system, set up working market system of rural labor force secondly, to enhance rural labor resource management, improving labor employment market, Broaden the channels for employment within the agriculture; Thirdly, vigorously promote industrialized operation of agriculture according to regional resources and establish a close community of interests; Fourthly, build up a sound social security system in rural areas, accelerate the development of agricultural insurance and improve the rural security system. In addition, in the paper there are some expectations on to promote the formation of endogenous motivation of induced institutional guidance and change and to create good environment of scaled land operation.
