For a long time, the construction mode and idea of electric grid are following the traditional mode of our national engineering construction, with the quick development of ecnomic construction and reform and open, the scale of grid construction project becomes bigger and bigger, and the content of engineering project is more complex, the requirements on construction is becoming higher and higher, the scope involved becomes wider and wider. The traditional management mode of engineering construction is insufficient, and is not able to meet the requirements of large-scale grid construction.This paper analysizes the status and problems existed in basic construction management of Tianjin electric grid and presents the establishement of standardization management system of power grid basic construction project for Tianjin Electric Power Corporation, with advanced management idea as guide, as well as improves management mode and means of basic construction, based on the actual opertions of project management, delayers the management mode of construction project more quickly as well. implement specialized management of basic contruction, set up five special subsystems of basic construction management, they are project management (with progress management), safety management, quality management, cost management, techology management, simplify and optimize the content, method and process of management, unify standard and evaluation mechanism of management, gradually realizing the standardization of basic management mode, organization structuring, management content, management method, management routine, management standard, evaluation mechanism, while combining the construction of standardization with that of information and gradually improving the management efficiency and effects of basic construction.Based on this, according to the 3-level management mode of basic construction of state grid corporation, author points out that the security mechanism and core body of standardardization management system of basic construction of electric grid is the owner project department of construction administrative unit. It puts forward operational suggestions for the operating mode of owner project department. At last it prospects the works needing to be developed further after the implementation of standardization system of basic construction, providing a reference for the standardization management of basic construction of electric grid.
