In recent years, with the old urban and rural power grid, smart grid and high voltage power grids project have started, power grid companies all over the country face enormous pressure on power grids and construction. As China's power grid companies are restructured by former power supply bureaus which were of state-owned institutional character, other than large, tight and quality demands of high pressure in front of the current implementation of the power grid project, there are many problems still such as the progress of the project management, project implementation cost and quality management. Shenzhen power supply bureau, as a major branch subordinated to the south power grid company, situates in the forefront of reform and opening up, has a fairly bigger advantage in terms of management techniques and mechanisms compared to other regions, which also has significant reference value with its project management problems exposed for grid projects construction in other parts of China. It is in this context, this paper launches studies on management mechanism of power grid construction project of power grid company in China.This paper firstly combines the scientific research methods of project management theory, and secondly summarizes and analyzes the prominent problems in the scope of project management in Shenzhen power grid, such as: in the project progress management sphere, problems as poor management skills in progress management of construction projects which hinder progress, lack of planning inflexibility, speed, quality and cost relationships management failure, and poor coordination of the parties involved; in the project cost management sphere, there are problems like lack of expertise, lack of good construction procedure arrangement, and subjective management factor which results in increased costs; in the quality management sphere, one faces enormous quality problems challenges under the pressure of factors as task and duration, meanwhile, the public resistance, delayed construction of municipal supporting facilities, construction geographical environment and imbalanced levels in construction units bring huge challenge for the project as well.Thus, this paper analyzes the current state of the progress management, cost management and quality management in Shenzhen power grid, and on this basis conducts a systematic study on Shenzhen power grid construction project management mechanism using modern project management skills: 1. in the progress management sphere, this paper studies several commonly used methods for progress planning of project management technology, and demonstrate a few key technologies of progress planning, progress process control on project management combining the 220 kv power transmission and transformation project.The main achievements in Shenzhen power grid project schedule management problems that exist in the progress of management mechanism design, including the Shenzhen power grid project schedule, schedule management plan optimization and schedule management plan implemented measures to guarantee, and Fu Nengping in 220 kV power transmission project applying the project management technique, which itself is very compact project time is further shortened, obtained better effect; 2. in the cost management sphere, this paper studies on cost control methods of the total project life cycle and cost accumulating methods in all phases in details, through reasonable cost accumulating methods in all phases and according to the different project categories and different voltage, realizes subtle management in the whole process of the project cost by using standardized WBS multi-layer framework to thin costs control and by accumulating actual costs to specific accounting accounts; 3.in the quality control sphere, we can reach the goal of raising the project quality management level by researching on building a TQM-ISO quality management system and perfecting internal quality management system, quality control system.The paper also uses empirical analysis of three cases to verify the above work on improving the management model, which provides high using value and theoretical significance in actual explorations for the Shenzhen power grid project management mechanism.
