Management Ability Assessment And Promotion Countermeasure Of The Power Grid Engineering Department Of The Owner Project

The Department of the Owner Project of the power grid is the important management pattern of the Grid engineering project management and is also very essential for the successful construction of the grid projects. The internal and external environment of the grid project changes a lot with the coming of the third industry revolution, for instance, the construction scale, the complication of the technology, the intensity of the capital and the participative parties and etc. Therefore, to meet the demands of the development of the grid engineering construction, we need to carry out the relevant research on the Department of the Owner Project and promote the management capability of it.First, we analyzed and concluded the research situations of the management pattern of the Department of the Owner Project both at home and abroad. We thought intensively on the management pattern of the Department of the Owner Project combing with characteristics of the grid engineering. Through the refine and analysis on the work of the Department of the Owner Project, we introduced the concept, function, and the setting of the organizational structure of it. Then, we cleared up the effective factors on the management capability of the Department of the Owner Project using the experts’advisory method, documentary method, group meeting method, and etc., and applying the method of interpret structure model to disintegrate the hierarchical structure and analyze the influence paths of the factors. On base of the above research, according to the principle of SMART, we constructed the management capability assessment index system of the Department of the Owner Project including 18 three-level indexes from three aspects of standard construction of the Department of the Owner Project, key works of the Department of the Owner Project and the working effect. We defined the index and gave the instrument. Combing with the characteristics of the index system, we calculated the weight of the index using analytic hierarchy process and designed the standardized form of the evaluation of the management capability of the Department of the Owner Project according to the reality demands of the management capability assessment of the Department of the Owner Project of the grid engineering. At last, took the management capability of the Department of the Owner Project of the Baimahu 110kv project as the example, we tested empirically the content of the standardized form and analyzed the subjective and objective reason existing in the management of the Department of the Owner Project and put forward 4 pieces of countermeasures and suggestions. The research in the thesis provided the reference for the comprehensive assessment and the capability promotion of the management of the Department of the Owner Project of the grid engineering in the future.
