In the 21st century, the era of the knowledge employment, human resource has become thecompany's most important resource, more and more companies attach great importance to humanresource management. Job analysis is the cornerstone of human resource management, have asignificant impact to many aspects of HR management such as position arrangement, functionalassignment, recruitment, training, salary system design, assessment targets set and careermanagement.With the development of technology and the deepening of globalization, thecompetition among enterprises increasingly fierce, the political, economic, social environment ofthe enterprises become complexity and uncertainty . The dynamic environments will inevitablyaffect the business content, organizational forms and management model of enterprise, therebyaffecting position arrangement, functional assignment and affecting job content, workcharacteristics and job qualification. Dynamic business environment requires the continuousdevelopment of the organization flexibility and the ability to adapt to dynamic environment, alsorequires that job analysis has the ability of dynamic adjusting. The results of traditional job analysiswere only the static reaction of job information, it can not be dynamically adjusted. If re-conduct ajob analysis while the environment changed, it will waste a lot of time, manpower, material andfinancial resources, because job analysis is a huge project. So the dynamic business environmentmakes Human Resource Management suffered a major problem.The innovations of this study are as follows: In cognizance of currents requirements ofdynamic organizational environment, this paper explores innovation for the traditional job analysismethods, makes use of modularized job analysis thoughts based on work analysis, and integrates thetraditional interview, observation, literature study, process analysis, questionnaire survey, statisticalanalysis method, Delphi methods to construct a general process of modularized job analysis:(1) Through traditional interview, observation methods, literature study to obtain thecompany's business contents and job informations.(2) Through business process analysis to straighten out the information and data obtained byinterviews observations and literature study, then set up an enterprise business process. Then tomodify and complement the processes according to expert advices to obtain an integrate businessprocess.(3) According to the consummate business process, this study designs and carrys out job dutyquestionnaire depending on basic contents of business units. (4) Extract the main components by factor analysis on the obtained questionnaire datas, vieweach dimension as a work module to obtain the original job module division.(5) Adjusting the module by the controllable principle, minimized and specialized businesslink principle, the job module can be optimized according to the policy-makers'comment on theadjustment item.(6) Carry out correlation analysis on the optimization job module by Delphi method, thenestablish a job module correlation matrix.(7)According to their actual workload, classify the job by the following strategies: when theworkload of a job module is full, it will be treated as a post. If a man is not enough to complete theworkload of a job module, we should arrange more people working in parallel. When one jobmodule can not achieve at full work capacity, we should give priority to the consolidation of muchgreater related coefficient of the job modules as a job according to the job module correlationmatrix.(8)Further refine the job responsibilities within the module through workflow analysis toextract main item for the formation of job description.This study uses modularized job analysis methods to get a job module description and jobmodule correlation matrix, and analyses the work flows on the job module description to obtain aspecific job description. All those we do can allow enterprises to adjust the positions dynamicallyon the basis of job module according to the actual business volume. It can be easily re-revise andimprove the job description, which can accomodate the development of business timely.This paper only using modularized job analysis methods does empirical research on foreigntrade company, which proved to be feasible. This method also has general applicability andoperability, which can be used in need of corporate positions adjusted dynamically, reduce therequirements on job analysis for personnel, and provide operational ideas for the job analysis.
