The transfer of rural labor force is the important issue of China can achieve industrialization and modernization to face. Quickening the transfer steps of rural residual labor force can promote the unification of the dual structure and the healthy development of our nation economy. In addition, the transfer of rural labor force means a lot to urban development because it can promote urban productivity, help adjust urban industrial structure and accelerate urban industrialization process. However, there still existing many restricting factors in transferring of rural residual labor force. The transferring rural labors have to face various obstacles, not only including the employment pressure China now is facing, but also including all kinds of economic and institutional impediments during this process. Therefore, this paper analyzes the important social conditions that affect this transfer; points out that industrialization, agricultural industrialization and peasant intellectualization are the main factors to facilitate the transfer. Finally, this thesis brings forth the proposal of accelerating the transfer of rural residual labor force.There are three parts in this paper: the first part starts with the concept of the rural labor and describes the present conditions. In addition, it points out the important significance. The second part probes the causes of the rural labor transfer and studies on some factors which can influence the rural labor transfer. The third part puts forward some effective advice and countermeasures which both have theory value and practical significance based on the rational analysis and real conditions in our country, in order to solve the problem of the rural labor transfer.
