The industrialization strategy of developing heavy industry with preference and the strict system on registered permanent residence management applied before our nation's reform and opening-up, leading to the urbanization procession falls behind greatly the economic development. Our country possess a large amount of residual labor force, the successful transform of rural residual labor force will attach much importance to the settlement of agriculture, country, and farmer. Quickening the transfer steps of rural residual labor force can promote the unification of the dual structure and the healthy development of our nation economy.However, there still existing many restricting factors in transferring of rural residual labor force. This article makes a system analysis on the restricting factors from four aspects of emigrant area factor, immigrant area factor, intervening obstacles factor and labor force personal factor. In this article's view, the faultiness of land transfer system, the morbidity of social security system, the heavy pressure of urban employment and the weakness of the labor's personal capability are the principal restricting factors. Finally, this thesis brings forth the proposal of accelerating the transfer of rural residual labor force on the basis of learning from other countries and Taiwan District.
