As the science and technology is speeding up. The contribution of high-tech industry in developing economy become more obviously. The practice of development in domestic and foreign high-tech industry has proved that the key points of high-tech industry contribute to the related industries is the technology research and development (R&D) spillover. As the country's strategic industries, the proportion of R&D funds in National Defence High-Tech Industry is relatively high, so the technical knowledge generated by the Defence High-Tech Industry R&D may applied by related industries is inevitably. For this application, how much effect will it make to the related industries? That is, in what degree does the R&D spillover of National Defence High-Tech Industry can improve the development of related industries, and the related industries can really benefit from it? In view of the thinking on these issues, and taking the availability of relevant data into account, the article attempt to analyse the Spillover Effects of R&D in National Defence High-Tech Industry as much as possible.In this article, we use the dates during the period of 1995 and 2008; include the R&D investment in the department of National Defence High-Tech Industry and the industrial added value in civilian sector, and other relevant data as the samples. From the standpoint of relevancy, it analyse the degree of association between the National Defence High-Tech Industry and the relevant departments, and initial proved that the National Defence High-Tech Industry has a certain spillover effect on the relevant departments. Beside this, it used the regression analysis as a further study to measure the R&D spillover effect in the National Defence High-Tech Industry. At last, it get the conclusions like these: the radar or manufacture of aircrafts and spacecrafts, and other National Defence High-Tech Industries has a high degree of association with the transportation equipment manufacturing industry and the spillover effect is even large; the military electronic equipment industry also has a big spillover effect on the electronic and communications equipment manufacturing industry. At the same time, it makes a deep analysis on the link way between the National Defence High-Tech Industries and the related industries based on industrial linkage theory, and it also make a research on the path of R&D spillover in the National Defence High-Tech Industry. Finally, attach to the results of empirical research, and learn from the foreign experiences, it gives some relevant policy suggestions.
