Abstract/Summary:
The21st century is an era with high-tech knowledge as the core, the long-termdevelopment of the national economy can not do without the support of advancedtechnology.The high-tech industry is the carrier of advanced technology, and itsdevelopment has great strategic significance in the international competition.Thehigh-tech industry is also an important part of the economic growth in our country, ithas a strong radiation and leading role, this radiation is reflected mainly bytechnology spillovers. In recent years, the technology spillover effect has always beena hot research topic.Technology spillover of high-tech industry which is primarily onthe basis of independent innovation works by the efect of inter-industry、traditionalindustry and the regional effect.Our high-tech industry with the support of nationalpolicies and investment has developed rapidly, but its radiating and driving role ofrelated industries and areas is weak, therefore study the spillover effect and know howto enhance the spillover effect has a strong practical significance.Therefore this papermainly analyzes the status quo of technology spillovers of the high-tech industry andoverflow effects in the eastern coastal province area as an example in our country.Byadopting the combination of qualitative and quantitative methods, on the basis of theempirical analysis this paper proposes appropriate measures to promote thedevelopment of our hi-tech industry and the development of relevant industries,improve its radiation effect to promote economic growth.This article is divided into five parts, the first part is the preface, it firstelaborated the research background and significance of this study, carded the relatedresearch review at home and abroad, pointed out that under the new background ofthe constant progress of science and technology, the study of technology spillovereffects in the high and new technology industry has important practical significance to make our high technology industry development policy and realize the sustainableand healthy economic growth.The second part is the theory and mechanism of high and new technologyindustry technology overflow.It elaborated the four theories of technologyspillover,including endogenous growth theory, the industrial economic theory, thetechnology gap theory and externality theory of technology spillovers, and under theguidance of the theory,the paper analyed the main influence factors and overflowpath. The main influence factors included technical difference, human capital andresearch investment, the correlation between industry, control of the technologyspillover and the development of financial markets.At the same time the paperanalyzed technical overflow effects through three paths which were inter-industry,the traditional industries and the regional technical overflow and provided theoreticalbasis for the later empirical study.The third part mainly taking our eastern coastal province for example, analyedthe present condition of technology overflow in our high-tech industry, focusing onfour aspects to compare the technology spillover effects such as the overalldevelopment of the high-tech industry, the ability of independent innovation, the levelof investment in science and technology, and the overflow environment.Based on the above analysis the fourth part had an empirical study of thetechnology spillover effect in our high-tech industry respectively from the three paths,using the least square method and TFP decomposition for model test and analysis,pointed out that the human capital in the process of technology spillover effects in ourhigh-tech industry was not significant, and the regional technical overflow differencewas obvious, etc.The fifth part is the policy recommendations, according to the fourth part ofmodel results and analysis, and it puts forward relevant policy recommendations, suchas increasing research investment to promot the ability of independent innovation,promoting effective flow of human capital, at the same time improving the absorptivecapacity of the traditional industry and the upgrade.The government should perfectthe industrial policy and promote the competitiveness of the industry.
