The high-tech industries are increasingly important position in our national economy, foreign-funded enterprises in the development of high-tech industries has been playing an irreplaceable important role. The quantity and quality of utilization of foreign capital and the structure and scale is essential for the development of the industry. Spillover effects of foreign capital into the most indirect technical development of the domestic-funded enterprises, foreign capital to enter exactly what impact the development of the overall size of the domestic-owned high-tech industries? How does the foreign investment enhance domestic-owned high-tech industries in the technological innovation capability and the process of the market transformation process in innovation? Research on these issues has important practical significance to the development of high-tech industries in China.By analyzing the connotation of the spillover effects of FDI on domestic-owned high-tech industries and mechanism,we find the spillover effects of foreign direct investment on the domestic-owned high-tech industries mainly affected by the technological gap between the host and investment countries, the host of technical maturity difference, the industry aspects of the differences in the degree of competition, differences in the degree of openness of the host country market, differences in foreign-funded enterprises within the industry competitive. Using factor analysis to compare of domestic and foreign competitiveness,we obtain domestic-owned enterprises competitiveness are higher than foreign-funded enterprises in the pharmaceutical manufacturing, aerospace manufacturing, medical equipment and instrumentation, but in electronic and communications equipment manufacturing, electronic computer and office equipment domestic-owned enterprises competitiveness are lower than the foreign-funded enterprises. Using econometric panel data model to an empirical analysis of the spillover effects of foreign investment in the five sectors of China’s high-tech industry, we find foreign direct investment has a positive spillover effect overall development in the five sectors of China’s high-tech industry, which the comprehensive competitiveness of the domestic-owned enterprises higher than the foreign industry overflow coefficient is high. FDI has a positive spillover effect in the technology innovation capability of the remaining four industries outside the manufacturing of aerospace vehicles, which the pharmaceutical manufacturing industry spillover coefficient is higher, no significant effect on the aerospace manufacturing industry. FDI has significant spillover effects in the market transformation capacity of innovations in the pharmaceutical manufacturing, aerospace manufacturing and medical equipment and instruments manufacturing, and has significant squeeze on the manufacturing of electronic and communications equipment manufacturing and the computer and office equipment.Domestic enterprises seek a better path of development by the competition with the foreign-funded enterprises, change the mode of self-production, and improve labor productivity, the overall competitiveness of the domestic-owned enterprises conducive to the promotion of foreign investment spillovers, form a virtuous cycle between the two; Moderate technology gap,domestic companies higher technology maturity are in favor of FDI spillover effects on domestic enterprises in technological innovation; Full market competition, the moderate degree of market opening for foreign funded enterprises are in favor of FDI spillover effects on domestic enterprises in the market transformation capacity of innovations.Finally, based on the analysis of the empirical analysis and the reasons, we put forward relevant suggestions. The Government should develop the introduction of industry technical standards foreign investment, strengthen the foreign regulatory attract investment strategy, strengthen the market supervision to establish a fair competitive market environment; Local enterprises should strengthen the digestion and absorption of technology after the introduction, focus on training the capability of independent innovation and strengthen the high-tech industrial development zones.
