Study On Illegal Land Use In Rural-urban Fringe Of Nanyang

China is the world's most populous country of farmers, urban and rural areas separated from each other and depend on the situation already has 5,000 years of history. Since 1949, the party and the government firmly to the development of agriculture, to improve the lives of farmers and increase farmers income as our top priority. Especially in recent years, a number of strategic objectives proposed:urban and rural economic development, contribute to the progressive establishment of urban-rural dual structure of the system change, building a new socialist countryside, co-ordinate urban and rural economic and social development, regarded scientific and effective implementation of the urbanization strategy as key initiatives to achieve their goals.With the rapid progress of urbanization, the city gradually from downtown to suburban and rural expansion, gradually formed the basis of urban and rural regions derived from the new system, the transitional area-urban fringe. Since this region is a special area, has a unique geographical advantages, economic advantages and labor advantage, so in the course of development, some enterprises, organizations and individuals the eyes are always aimed at this piece of "fat land", would like to share way to seek their own interests.So the Illegal land use in rural-urban fringe have more and more problems, frequent violation cases.Driven by the interests of the landless farmers, rural grassroots organizations, and covers an area of land and other major groups, the transferee society today relied on the legal system is not perfect, there are loopholes luck acts recklessly, leading to the phenomenon of illegal land use production and spread of an area. Inhibition of the rural-urban fringe of Illegal land use behavior should be rational and efficient use of land to implement a major initiative, of course, is to not only keep the amount of arable land, maintaining daily activities, without affecting the process of urbanization and urban real estate development and a prerequisite manner. At this stage, China's urban-rural area of law has become increasingly fierce, which is obviously inconsistent with the policies and regulations of the land. Fringe area of law phenomenon, its causes are many, both institutional factors, interest factors, including management factors. In the new historical period, in today's rapid urbanization process, illegal acts have restricted the area of urban health development and orderly land use planning "stumbling block" to address the illegal land occupation, maintaining the dignity of law, effective protection of arable land has been become a top priority land and resources, so as to ensure overall social stability.In this paper, draw domestic and foreign scholars on the area of urban and illegal on the basis of research results, with land supply and demand, land values, land scarcity, together with sustainable development theory relevant state laws, regulations and policies as the theoretical basis of this study, through the Nanyang City urban-rural status of analysis and an area of the phenomenon investigated, the problem of Nanyang City illegal land use in rural-urban revealed, explained the reasons for showing these characteristics, to find solutions to urban and rural areas illegal land occupation with the Ministry of countermeasures. In this study, the protection of arable land (8 million hectares of arable land strictly abide by the red line), regulation of local land management and achieve sustainable land use, protect the national economy, rapid, sustained and healthy development of great significance.
