Urban-rural fringe is a transitional area between the urban and rural area, it is the product of urban and rural dual function. Located in urban and rural junction, not only provide raw materials for the city’s production and residents living, but it’s also the natural barrier of urban ecological environment protection. The special geographical location of the region resulted in a variety of land use patterns, which also caused a lot of land use conflicts. Therefore, the studying urban and rural ecotone land use conflicts, formulating measures to mitigation land use conflicts, has great practical significance to ensure the urban-rural fringe sustainable land use in the process of urbanization, meet the needs of urban construction land, and ensure the healthy development of agriculture. From the view of economic and social benefits conflicts in the land use, using the knowledge of statistics and sociology, based on the ‘Pressure-State-Response’ model building evaluation system of land use conflicts in the urban-rural fringe, making a study on land use conflicts in Jizhou District. Based on the review and summary of land use conflicts in Jizhou District, in terms of demographic factors, economic factors, urbanization factors and social security factors building pressure, state, response index system to evaluate and analyzes land use conflict in Jizhou District. The results show that: the conflict was gradually increasing from 2002 to 2013 between.
