Study On Evaluation Of Construction Land Intensive Use Of The Urban-Rural Fringe In Wang Qing County

With the continuous progress of urbanization in China,the city continues to expand outward.At the same time,the urban social economic activities are affecting the suburbs and surrounding countryside.It is constantly changing the mode of production,and promoting frequent interactions between urban and rural production factors.It gradually merges into a micro economic transition special zone,which is known as urban-rural fringe.The social,natural and ecological characteristics in this region is unique,and it is one of the region that has the most intense contradiction between urban and rural land and the most active changes on using land.In the region,there are some problems,such as land-use efficiency is low,conflict between land supply and demand is speculate and the property of land is not clear.So,it seems to have more practical significance for economic development and sustainable utilization of land resources if can use the land of urban-rural fringe reasonably,strengthen land management and planning and improve the level of land intensive use to meet the demand of urban development for land with no wasting of cultivated land resources.Rural construction land refers to the land used for non-agricultural construction in the rural areas and owned by the peasants collectively.It is also the space for the peasants to live and work for industry and the services.As an important part of rural land use,rural construction land plays an important role in the development of rural regions.With the construction of a new socialist countryside and the continuous progress of new urbanization and rural industrialization,some new problems have appeared in construction land in some regions,such as the phenomenon of waste and inefficient use of land etc.The existence of these problems exacerbated the contradiction between supply and demand,so it is necessary to improve the level of intensive use of rural construction land to solve the problems.With the strategy of economical and intensive utilization of construction land,many places have carried out the evaluation of saving and intensive use for the city,region,development zone and the educational land.But the evaluation of rural construction land and the evaluation of construction land of urban-rural fringe are still rest on the research stage.As an important part of construction land,study on evaluation of rural construction land can promote the level of intensive use of rural construction land and fulfill the evaluation mechanism of construction land intensive use.And it also optimized the structure of urban and rural construction land.Based on this background,this paper summarized the connotation and characteristics of urban-rural fringe and the concept and connotation of intensive use of rural construction land first,with the knowledge of the land use of rural and urban fringe and the intensive use of rural construction land from researches.Secondly,according to the actual situation,the paper built the boundary of urban-rural fringe of Wang Qing County.And then established the index system of evaluation of intensive use of rural construction land,and evaluated the study area.At last,analyzed the results and put forward the relevant countermeasures and suggestions.In the evaluation process of intensive use of rural construction land,the construction of evaluation index system is very important.Based on the researches about the evaluation index system of land intensive use,This paper selected 13 representative evaluation indexes to construct the evaluation system of intensive use of rural construction land according to real situation.The indexes are involved in efficiency of land use,land use structure,land use intensity,land investment intensity and the Social and economic benefits of land.And the paper used AHP to calculate the weight of evaluation index,and selected the multi factor comprehensive evaluation method to carry out the target score and intensity score.At last,Calculates the intensive use value of rural construction land.The results show that the intensive use level of rural construction land of urban-rural fringe in Wang Qing County needs to be improved.According to the results,the paper analyzed and explored the approach to improve the level,and put forward some countermeasures and suggestions.At present,the evaluation of intensive use of rural construction land in China is still in the pilot stage.It means that there are no unified standards for rural construction land or evaluation index.This paper evaluates the rural construction land in the urban-rural fringe,which evaluation is a complex and systematic study and full of challenges.So,this evaluation research is not only a new attempt,but a supplement to the existing research on the evaluation of the intensive use of construction land.
