Studies On Strategies To Promote The Development Of Non-agricultural Sector In Rural Areas In LuZhou

For a long time.the three agricultural issues(rural.agriculture,farmers) have restricted the development of economics in China, Adjusting the rural industrial structure and making the development for non-agricultural sector are the effective way to solve the rural issues, non-agricultural sector has become an important part of rural economy.LuZhou.as a top major port in Sichuan province, the rural economic development facilitates the restructuring and the growth of all sectors, non-agricultural sector included, which in turn helps increase rural incomes and narrow the gap between rural and urban areas. But there are some constrains during the time of the development of the non-agricultural sector, these constraints of non-agricultural sector has become a major barrier in the development of non-agricultural sector. Base on this, this paper will investigate the status of non-agricultural sector, problems and constrains of non-agricultural sector in the background of the development of rural economic, co-coordinating the urban and rural areas and Optimizing the industrial structure in rural areas. Finally, pointing out some countermeasures to prom(?)te th(?)f(?)on-agricultural sector in rural areas in LuZhou.This thesis will analyze the current situation of the development of non-agricultural sector carefully in LuZhou, Meaning while, the thesis is based on several theories what are named the theory of coordination of regional development, Dualistic economic structure and Evolution of Industrial Structure theory. Making an analysis about the development of non-agricultural sector from a practical point of view level, identifying the problems and constraints what restrict the development of non-agricultural sector, the thesis will adopt the combination of chart and date as an main method when make an analysis about the problems of the non-agricultural sector during the time of the development of non-agricultural sector, which make the exposition about the problem more convincing. Meaning while, make a brief explanation about the reasons what caused the problems, then, propose the good ideas what is benefit for promoting the development of non-agricultural sector. The researchful path of this thesis is:qualitative analysis—quantitative analysis—strategy design. This thesis adopts the combination of the theoretical explanation and qualitative and quantitative analysis as the major researchful method. Firstly, taking advantage of some several theories what are named the theory of coordination of regional development, Dualistic economic structure and Evolution of Industrial Structure theory as a theoretical framework for this thesis, starts from the basic concept of the development of non-agricultural sector.Collecting a large number of domestic and international materials what are related to the non-agricultural sector, analyzing the current situation of the non-agricultural sector carefully, after the careful analysis about the current situation of the non-agricultural sector, finding out the main constrains what restrict the development the development of the non-agricultural sector and making an qualitative and quantitative analysis towards to the main constraints..Finally, based on the current situation of the non-agricultural sector in LuZhou. And in response, it also proposed a package of suggestions to give the non-agricultural sector a boost.Based on the theoretical, qualitative and quantitative analysis, this article's conclusions are as following:A. there is a sufficient supply of human resources in rural areas in LuZhou,as long as the adjustment of rural industrial structure, non-agricultural sector; rural labor has begined to move towards non-agricultural sector gradually. The number of rural labor isn't possible to make any bad influence on the development of non-agricultural sector. But the low quality of human resource in rural areas, which can't meet the requirement of the development of non-agricultural sector, lead to lack of personnel in rural areas in rural areas. The low quality of human resource in rural areas is chief element what restricts the development of non-agricultural sector.B Now, there is no enough cultural facilities in rural areas in LuZhou, which cannot meet the need of farmers for spiritual culture, leading to backward cultural in rural areas in LuZhou, leading to something that most farmers were bounded by traditional farmerist in LuZhou,they are difficult to accept new concepts and things, which restrict the mobility of rural labor and the investment from farmers for non-agricultural sector, The backward cultural in rural areas restrict the development of non-agricultural sector at large extent.C'cause the township enterprises in rural areas in Luzhou are small-scale and the income of these enterprises is not high, the financial support from commercial bank for township enterprise is not strong, which leads to something that rural economic condition is poor, meaning while, limiting the inflow of external funding, which make an adverse influence on the development of non-agricultural sector. Finally, this article proposes some targeted strategies, which promote the development of non-agricultural sector in rural areas in LuZhou. A Government at city and county levels should increase the investment on education for farmers and training new farmers, which can improve the quality of human resource in rural areas in Luzhou. B Municipal government should strengthen the construction of cultural facilities and carry out some cultural activities actively in rural areas in luzhou, meeting the farmers'need for the spiritual culture, which is good for promoting the development of culture and changing backward culture. C Municipal government should also give some policy of incentive credit and form the new type of rural financial institution in rural areas, which can improve the financing environment in rural areas.In conclusion, lack of personnel, backward cultural and shortage of fundings are three main elements what restrict the development of non-agricultural sector seriously.in order to make the non-agricultural sector will develop in good direction, The Municipal government should improve the quality of human resource, promote the development of rural culture and improve the financing environment from all aspects in rural areas in LuZhou, which is promoting the development of non-agricultural sector without any barriers.
