Research On The Science, Technology And Innovation Policies In China With The Content Analysis Method

In the era of knowledge economy, technology innovation has become a new economic growth point, and the focus of competition steering the new production elements, such as talents, technology and information, from the traditional production elements of land, labor, capital and so on. Therefore, the policies for science, technology and innovation have reserved more and more attention paid by the countries, which adjust the speed, direction and scale of the technology innovation. And it appears especially important to reconsider the rationality of the National Guideline on Medium-Long-Term Program for Science and Technology Development (2006-2020) and its implementation details, which guide and regulate the development of science and technology in China.Based on the previous research findings and the characteristics of scientific and technological activities, this study constructs an analysis framework for science, technology and innovation policies from the perspective of policy tools. Then, take the supporting policies and implementation details for an empirical research by the method of content analysis with the steps of sample selection, analysis unit definition, coding, frequency statistics. According to the conclusion, the study explores the existing problems of the policy tools selected by the policies for science,technology and innovation in different innovation stages. Besides, this thesis puts forward some suggestions for the relevant departments, as the reference to formulate the science, technology and innovation policies.
