Entrepreneurship Policy In China Based On The Analysis Of Policy Text

Premier LI Keqiang pointed out in 2015 Government Work Report that “Mass Entrepreneurship and Innovation” will be the new engine to boost Chinese economics under the new normal situation of Chinese economic development.Since China's Reform and Opening-up policy,China has been undergoing four entrepreneurship peaks of : 1)intellectuals returned from rural areas from Opening-up policy to 1984;2)people went into business brought from Socialism Marketing Economics Reform in 1992;3)“Starting-up companies bringing employment” forwarded by Chinese government after 2008 global financial crisis;and 4)“Internet Plus” entrepreneurship in recent two years.In retrospect of these four entrepreneurship peaks,they show the ups and downs in economic circle.At the current stage,we are stepping into structural adjustment period under the new normal situation of Chinese economics,enterprises have transferred from survival to opportunity types.Public policy serves as catalyst during each entrepreneurship peak.It plays an important role in creating employment chances,bringing the mass' s innovation and acts crucial role in forwarding the economic healthy development under the new normal situation of Chinese economics.This article will take China's “Mass Entrepreneurship and Innovation” policy as research subjects.Based on collection of the entrepreneurship policy texts,three areas including policy issuing party,policy content and policy tools would be classified and structurally analyzed.The article would apply the policy theory and theory of changing regulation during different period through content analyzing data from the policy texts.The thesis would try to collect comparatively systematical references and make content analysis.For one thing,it aims at evaluating the China's entrepreneurship policy;for another thing,it could provide the reference for policy making and implement in the future.Based on the 583 policy text collected,there are 72 key policy text most relevant to the entrepreneurship policy,which could conclude in the following areas: firstly,sole policy makers count in 77.8% of the total;secondly,participants of policy cover scientific researchers,university students,overseas students,retired soldiers.From the perspective of policy tiers,due to the time sequence,planning outline and supporting policy would come out at the same period,yet implement policy would be set by different department and lagged behind,leading to conflicts among the policies.Finally,three policy tools “infrastructure construction”,“Training investment” and “financial support” are employed most under the policy tools framework.To sum up,China's “Mass Entrepreneurship and Innovation” policy should be strengthened in coordination mechanism applied between governmental department and department,national and local authority to form join forces.
