| In the context of the Knowledge Economic Age,scientific and technological innovation and advances are not only the key factors leading economic growth and social development,but also the important force of the world’s scientific and technological revolution and improve my country’s competitiveness.Regional Innovation As an Important Performance Form in National Innovation System,the Improvement of National Innovation Ability and Its Sustainability.As the province of Science and Education resources,Hubei Province has always attached great importance to the status and role of scientific and technological innovation in the province,formulating and introducing a series of technological innovation policies to improve innovative environments,stimulating innovative vitality;but compared with developed provinces,there is still innovation Quality of power and low innovation level.Therefore,it is necessary to assess the advantages and disadvantages of Hubei Province,and propose recommendations to promote the high-quality development of Hubei Science and Technology Innovation Levels to achieve high quality development.This article is based on the scientific and technological innovation policy released by Hubei Province from 2014 to 2020 as the basic text,and evaluates the implementation effect of the policies through textual analysis and empirical analysis.First of all,the content analysis method is used to analyze the current status of the formulation and implementation of Hubei Province’s scientific and technological innovation policy,and establish a three-dimensional analysis framework of policy text to analyze the characteristics and deficiencies in the composite dimension from three major perspectives of policy tools,innovation activities,and policy role.Secondly,the factor analysis method was used to establish the evaluation index system of Hubei province’s scientific and technological innovation policy effect.Combined with fuzzy comprehensive evaluation method and data envelopment analysis method,the overall efficiency and effect of policy implementation and the implementation effect of various policies were tested and evaluated.Finally,based on the analysis of the policy status and evaluation results,it will propose optimization suggestions for the formulation and implementation of scientific and technological innovation policies in Hubei Province in the future,and discuss the shortcomings of this study and future prospects.The results of the study show that the number of scientific and technological innovation policies in Hubei Province has continued to increase,but the form of policy issuance lacks diversity and landing,and the collaboration between the policy promulgation is weak.Comprehensive use of supply-oriented,environmental and demand-type policy tools,supply-oriented and environmental policy tools are frequently used,and the number of demand-type policy tools is small.The overall implementation of scientific and technological innovation policies is better,the implementation effect of supply-oriented and demand-type policies is obvious,and the implementation of environmental policies is not good;In the process of policy implementation,some resources input is redundant and output is insufficient,and the policy efficiency is not high.Lack of capital investment in supply-oriented policies,poor economic environment construction in finance and taxation in environmental policies,lack of pertinence in government procurement and intellectual property rights measures in demand-oriented policies;Therefore,Hubei province needs to further improve the policy system of scientific and technological innovation,realize the effective aggregation of various innovation elements,and create a good policy environment for improving the level of scientific and technological innovation. |
