In the context of scientific and technological economic globalization,scientific and technological innovation has become a decisive force for the economic development of a country or region.As the core competitiveness of scientific and technological innovation capability,it is inseparable from the progress at the institutional level,and scientific and technological innovation policy is an important carrier for the development of innovation activities,as well as an important means and the largest exogenous variable for driving innovation.As the most concentrated area of science and technology resources in China,the Yangtze River Delta region has been in the leading position in regional economic development,but the level of science and technology innovation development within the region varies,and there is a lack of comparative analysis on innovation policies at the regional level.In this paper,Jiang,Zhejiang and Shanghai provinces and cities are taken as the comparative analysis objects of Anhui Province,and a comparative study of science and technology innovation policies is conducted to find out the shortcomings in the process of science and technology policy formulation in Anhui Province in the past ten years,so as to provide optimized countermeasures in a more targeted manner and improve the degree of synergy of the policy system.Based on the text of science and technology innovation policy,this study compares and evaluates the science and technology innovation policy system of Anhui Province from 2011 to 2020 from the perspective of comparison among three provinces and one city in Yangtze River Delta region.Firstly,it is clear from the literature that there are abundant studies on various aspects of science and technology innovation policies,but there is a lack of comparative analysis of science and technology innovation policies promulgated by different local governments at the regional level,and it is even more rare to use both content analysis and quantitative analysis to make a comprehensive evaluation of the policy system.Therefore,this study combines qualitative and quantitative research with reference to the original theoretical studies of scholars to make a comprehensive evaluation of the science and technology innovation policy system in the Yangtze River Delta region.Secondly,regional innovation system theory,policy instrument theory and public policy theory are used as the theoretical support for this paper.Again,the science and technology innovation policy documents promulgated by provincial governments are collected,and quantitative research is conducted in four aspects: policy issuance time,text attributes,issuing subjects and policy contents,and further comparative research is conducted from the perspective of policy tools using NVIVO 12 software.Then,based on the previous analysis of policy texts and policy tools,the three dimensions of policy strength,policy objectives and policy measures are selected as evaluation indicators,and the entropy weighting method is used to assign values,construct a policy system evaluation model,and calculate the comprehensive evaluation value of each indicator for a more in-depth comparison.Finally,based on the above comparative analysis,the shortcomings of Anhui science and technology innovation policy in the process of formulation are summarized,and corresponding improvement measures and suggestions are proposed for the shortcomings.The study finds that in terms of policy strength,the policy issuing body is single,the policy synergy is weak,the relevant level of science and technology innovation policy is not high,and the policy issuing lacks institutional regulation,which is not conducive to the overall strategic layout and development of Anhui science and technology innovation system.Therefore,it is recommended to optimize the top-level design of policies and strengthen the coordination and cooperation among policy-making departments.In terms of policy objectives,Anhui Province does not pay enough attention to technology development investment and digestion and absorption,and still has a certain gap with other provinces and cities in the Yangtze River Delta region in terms of independent innovation and original innovation,so it is recommended to focus on technology R&D investment and financial support to promote original innovation and system integration innovation.In terms of policy measures,in view of the imbalance in the use of policy tools and the poor policy coordination mechanism,the reasonable allocation of policy tools should be strengthened,the incentive for result absorbers should be increased according to the demand,and the overall synergy of policy measures should be improved.By systematically sorting out the science and technology innovation policies,summarizing the focus of relevant policies,comprehensively understanding the development path of science and technology innovation in Anhui Province in the past ten years,comparing and evaluating the policy system based on the four provinces and cities of Jiangsu,Zhejiang,Shanghai and Anhui,making full use of the policy effects to improve the synergy of the policy system,providing reference suggestions for relevant government departments and decision-making institutions in policy formulation,evaluation and decision-making,and at the same time for It also has some theoretical reference and significance for improving the policy system of science and technology innovation in Anhui Province,enhancing the overall level of science and technology innovation in Anhui Province,and promoting high-level economic development.Figure [12] table [12] reference [70]...
