| Traditional petrochemical energy led to the worsening international energy crisis and environmental pollution, so development of renewable energy has become an inevitable choice for countries in the world. Solar photovoltaic industry turns into the object concerned by many countries and areas with its abundant resources, the unique advantage in being clean and pollution-free. Therefore, many countries have made policy to promote solar PV industry development. The analysis for the content of these policies text has important theoretical and practical significance.Firstly, the typical policy tools of solar PV industry in the developed countries as Germany, Spain, the United States and Japan are sorted out in this paper, and the promotion policy tools of solar PV industry development now widely used internationally are obtained. After knowing the international successful experience, the studying gathers the policy texts of solar PV industry at the national level in China, and obtains 56 effective policy sample from 1994 to 2010. On the basis of the existing research, the policy tools are divided into supplying type, environment-based type and needs-based type with Rothwell and Zegveld's ideas. And two-dimensional analytical framework for policy tools is built with the four PV industry stages of research and development, investment, production and consumption. Then encode specific provisions of the policy text, and did frequency statistics when they fallen under the two-dimensional analytical framework, in order to identify the overflow, lacking or missing in the local dimension of solar PV industry policy tools in China.Through the above research, main conclusions of this paper are as follows:(1) The overflow, lacking or missing exist on application of different types of policy tools. Tell in detail:(a) in environmental policy tools, the control of planning tools overflows, economic incentives tools lacks; (b) in supply-based policy tools, there are deficiencies in public services and the use of information support tools; (c) there are lacking and deficiencies in the use of need-based policy tools. (2) Unreasonableness of policy tools distribution in the industry stage focused on the photovoltaic industry stages of investment, production and consumption. Finally, based on theoretical analysis, drawing on successful international experience, combined the actual situation of the domestic PV industry with the needs, the main policy recommendations in this paper are:strengthen the implementation efforts of environmental policy tools; emphasis on the use of supply and demand policy tools; increase the application of policy tools in the research and development phase of PV industry. |
