Text Analysis Of Beijing's Science,Technology And Innovation Policy System

The 21st century is the era in which innovation drives development.Under such international circumstances,the great strategy of innovation-driven development has been formally established on the 18th National Congress of the Communist Party of China,and science,technology and innovation(STI)has been clearly placed at the core of the country's overall development.As the pioneer of China's STI development,Beijing has gradually formed a STI policy system covering wide fields,extensive categories and various tools.This paper elaborates the policy distribution of Beijing's STI policy system and finds out the advantages of Beijing's STI development,so as to provide policy advice for innovation-driven developments of Beijing and other China cities.The article mainly utilizes text analysis and literature research,with 320 Beijing STI policy document s from 2006 to 2018 being the research object.Based on the characteristics of STI activities and the theory of policy tools,it builds the analytical framework of "objective-instrument" to describe and analyze the policy layout of Beijing STI policy system.The research classifies the policy goals of STI activities into four categories,these are,encouraging subjects to innovate,promoting subject interaction,gathering innovation resources and shaping innovation environment.On account of the different effects on STI activities,policy instruments are divided into supply-side,environment-side and demand-side policy tools.Under the analytical framework of "objective-instrument",this study depicts the panorama of Beijing's STI policy system,elaborates the balance and application of its policy goals and tools,and finally gives suggestions for its rational policy distribution.The innovation points of this research consists in three aspects.Firstly,it extends new research perspectivec and constructs the two-dimensional analytical framework of "objective-instrument".Secondly,the analytical framework and text analysis method are combined to portray Beijing's STI policy system map.Thirdly,it puts forward proposals to optimize and perfect Beijing's STI policy system,in order to make positive contributions to the development of science and technology innovation in the capital.
