Study On The Post Evaluation Of Rural Electric Network Reformation In Xiayi County

The rural power grid reform is the major measure of strong the rural power and develop rural economic in China. It is significant for increasing investment benefits and making better decision by evaluating on the grid reform. When the reform is carrying on, theory research of evaluating could be helpful to remark the program reasonably and summarize some experiences. This paper summed up several evaluating theories and did systematic study. Considering the program features and work status, it analyzed the remark contents, methods and theories of rural power grid reform. A remark index system was built and the definition of indexes was explained. Then, taking Henan XiaYi grid reform as example, it made comprehensive remark on gird reform of this area by deeply dealing with data. The remark aspects includes technology, finance and national economics, it combined these aspects and did overall remark by fuzzy evaluating. The result showed that the technology conditions of this grid were promoted greatly, the benefits of finance were generally good, effects of national economics also were fine, and the program was in good condition. And also, it promoted some further suggestions for gird reform. Keeping investment, strengthen the program finance management, exploring the gird program remark methods for the uncertain factors of gird reform program and building proper grid reform remark mechanism timely should be focused in future.
