Study On The Application Of Post - Evaluation System Of Refinery Project Based On Fuzzy Comprehensive Evaluation Method

Post project evaluation is generally refers to the comprehensive evaluation of the project completed and put into production or delivery after use. It is through the implementation of the project, and its influence on the review investigation and comprehensive system, compared with the defined project goals and technical, economic, environmental, social indicators, find out the difference and change, cause analysis, summarize the experience and lessons, and through timely and effective feedback for future projects, and improve the decision-making to improve the management level of investment recommendations, but also for the evaluation of the implementation of the project has been in operation problem put forward the improvement suggestions, so as to improve the investment benefits.This paper studied the domestic and foreign development situation of post project evaluation theory, evaluation methods, procedures, learn from the experience of project evaluation based on the type and the characteristic of the refining and chemical project, the evaluation method based on fuzzy comprehensive evaluation method, by evaluating the five kinds of indexes including the preliminary work, construction, operation, investment and economic benefit, influence and sustainability of the project, built the post evaluation system of the refining and chemical project. After that, the case analysis of refining capacity expansion project of the ZH Company by using the evaluation method, evaluated scores of the 20 key elements such as data completeness, procedural norms, engineering quality and progress, to obtain a comprehensive summary evaluation conclusion. The construction of the project is generally successful, and the comprehensive evaluation grade is good. Meanwhile, summarized the successful experience, found the problems, which found that the settlement of the project is delayed and the load rate is lower. In the end, post evaluation system based on fuzzy comprehensive evaluation method obtained the expected results.
