Recently, under the promotion of our nation's policy on protecting growth, expanding domestic demand and adjusting structure, our automotive industry maintains steady and rapid development." Twelfth Five Years Plan" have proposed establishing the concept of "green, low-carbon development", building production mode and consumption patterns according to resources-saving and environment-friendly, enhancing the capacity of sustainable development. These factors lead automotive tubing manufacturing enterprise to do better in many aspects, such as production process, production environment, internal management and technological innovation capability. As the the effective method for understanding the nature and law of enterprise's technology innovation ability, enterprise's technology innovation ability evaluation is not only the main means to summarize the experience of innovation, but also the effective way in improving the innovation ability. This paper attempts to research and set up a scientific evaluation system on automotive tubing manufacturing enterprise. This evaluation which is based on fuzzy hierarchy comprehensive method can help the enterprise understanding its own technology innovation objectively, adjust its structure and enhance the core competence. This paper mainly includes some aspects as below.Firstly, the author indicates the basic theory of technology innovation, technology innovation ability, technology innovation ability evaluation system and common methods of technology innovation ability evaluation. These contents provide a theoretical basis and reference for the research.Secondly, the author overviews the current situation of automotive tubing manufactures, analysing the problems that automotive tubing manufacturing enterprise are facing through production technology, business management and the external environment, setting up technology innovation ability evaluation system according to input capacity, R&D capacity, organization and management capacity, production capacity, marketing capacity.Then, the author chooses fuzzy hierarchy comprehensive method (the combination of the fuzzy evaluation and analytic hierarchy process) to evaluate technology innovation ability of automotive tubing manufacturing enterprise.Because of having concentrated the advantages of two kinds of methods, the fuzzy hierarchy comprehensive evaluation method is more practical and effective than other method.In order to use this method effectively, the author explains the operation step and calculation model of method in detail.Lastly, the author selects an automotive tubing manufacturing enterprise as sample, evaluating indexs of its technology innovation ability from quantity and quality. Then, the author gives individual evaluation and integrated evaluation.In accord with the results of evaluation, the author indicates the strengths and weaknesses of the enterprise. Furthermore, the author puts forward some suggestions as the reference to enhance the technology innovation ability of automotive tubing manufacturing enterprise.
