FY-4 series is a new generation of Chinese meteorological satellite. It is technologically advanced by adopting a new satellite platform with flat trussed structure. Being the major achievement of the pre-research and key seientific and technological program of the 10th Five-year project, this platform has a sufficient payload mounting surface, an ideal propellant charging volume, and a very good adaptability. However, it also has the disadvantages of an overlarge envelop size and a complex configuration.Risk analysis for a program usually consists of 3 steps. The first step is to identify the potential risk involved in the implementation process of the program with the help of theories and methods relevant to risk identification and evaluation. The second is to perform a qualitative or quantitative analysis and evaluation for the risks identified. Then, the last step is to make risk-alleviation measures with respect to the result of analysis and evaluation so as to reduce, alleviate or avoid the unfavorable effect of risk. Thus, smooth completion of the program can be assured.Taking the overall integration process of FY-4 meteorological satellite as an example, this paper discusses the risk identification and evaluation involved in this process under the constraint condition of the existing working floor, staff, and facilities in Shanghai Institute of Satellite Engineering.
