Meteorological disasters belong to the most common natural disasters, which have severe impacts on human and socio-economic systems. According to the Munich Reinsurance database for the period from1980to2010, worldwide,88%of the major natural disasters,59%of the fatalities,75%of economic losses, and91%of the insured economic losses are caused by meteorological disasters and its secondary disasters. As a large agricultural country, China is located in the East Asian monsoon region with complex weather and climate regimes. As a result, drought, flood, high temperature, typhoon, and other meteorological events occur frequently and sometimes become disasters, which cause great risks to the agricultural production. With the continuous global warming, the meteorological disaster risk is growing day by day. Therefore, conducting disaster risk assessment and management, and enhancing the capacity of adaptation to climate change, are important and urgent tasks to guarantee the sustainable development of the socio-economic system in China.The aims of the study is to provide risk protection for the local tobacco planting by assessing the risk of main meteorological disaster and adopting the international emerging risk transfer tool-meteorological index-based insurance, to guarantee the local tobacco farmers’s income and the stable development of tobacco production. In a narrow sense, the study has an important reference value for the tobacco planting structure adjustment, disaster prevention and mitigation, and tobacco production risk safeguard work in Longyan, Fujian province, Southeast China. In a broad sense, the method of disaster risk evaluation and meteorological index design can be used widely, which have general applicability. As the first pilot area of commercial meteorological index-based insurance, the results and the implementation experience of this index-based project has major significance and reference value for the promotion of the meteorological index-based insurance in the nationwide.This paper summarizes the research results of the meteorological disaster risk assessment and management in China and worldwide. According to the risk assessment theory and methodology, a risk index system and a risk evaluation model are constructed to analyze the meteorological disaster risks of tobacco plantations in Longyan. On the basis of that, frost and rainstorm flood index-based insurance are designed, and in combination with the local actual situation, an implementation scheme is planned to promote the development of the index-based insurance in Longyan.The research results of this paper are mainly focus on the following six aspects:1. Identified on tobacco planting of the two most influential disaster as frost and rainstorm flood in Longyan, and the frost and rainstorm flood disaster risk evaluation index system and risk evaluation model are set up.2. Get the Longyan tobacco frost and rainstorm hazard index distribution map, and get the results of tobacco planting suitability zoning by comprehensive analysis of the two disaster hazard.3. Get the Longyan tobacco frost and rainstorm risk distribution map, and get the results of main meteorological disaster integrated risk distribution by evaluating the two disaster risk comprehensively.4. Design of the frost and rainstorm flood index, and the scientific basis of the index are verified. The results show that the index and disaster rate are related with high correlation.5. Based on the index, a classification insurance compensation scheme is proposed by considering the index probability and the insurance company’s actual situation.6. Based on the analysis of local insurance environment, an implementation scheme is planned to promote the development of the index-based insurance in Longyan.
