Space progra m is an engineering program with large investme nt,high riskand lo ng cycle. It has a lot of features, such as advanced properties, comp lexstructure, large scale,many system links, small samp le, and a lo ng cyc le for studyand construction. These features determine its large involvement, hugecoms umptio n,numerous participants,comp lex system operation,numerous newtechnologies and processes that are involved, comp lex technica l state andmuti-line paralle l for program study. The interatio n and coupling relationshipsamong technology, quality, risk, schedule, procureme nt and other ele ments arecomp licated.A lot of factors will impact the schedule for spacecraft,includingthat the critica l technology can’t reach a breakthrough,some serious qualityproblems ma y occur,the risk control may not be effective and the criticalpurchasing products may not reach on time.All of these will put forward a greatchallenge to the ma nagement of the schedule for space program.Aerospace projects generally have features such as high require ments,diffic ult verification,large coms umption,long cycle,new teamwork,high risk andwide impact. Risk manageme nt not only relates to the success of model project,italso relates to the development o f our nation’s aerospace industry. With the rapidgrowth of our department’s mission to develop the spacecraft,risk managementhas become of the most important part of model project manageme nt.In this paper, XX satellite has been studied. XX satellite is the first highprecis ion Mapping Satellite. For civilian.Users and research teams’understanding o f the needs and the decomposition of the target satellite and theground are constantly under exacerbatio n and improvment. Based on thecharacteristics for the miss ion of XX satellite, the risk management of XXsatellite fro m the perspective of the overall technical maturity is presented.Theprocess of risk mana geme nt for XX satellite has been executed in strictaccordance with five basic steps:Identification, analysis, pla nning, tracking,and control, and responsible recommendations are suggested.
