As one of the oldest methods of competition, information has from the area of traditional country's political military to the competition of economy, technology, industry, culture, and resource field. It has become an important resource of national competition. With the high development of information society, human society entered the era of knowledge economy, international competition is becoming increasingly fierce. The competition between nations is no longer a simple economic and military power, but the competition of National Intelligence ability.National Competitive intelligence was first proposed by Chinese scholars in international public use of the new concept; the state of national competitive intelligence system is based on practical research of national competitive intelligence. It can be seen as an invisible system, scattered in various departments of the country; it also can be seen as a complete national competitive intelligence, services at all state levels; Various countries can obtain advantages in international competition, the key is whether the national intelligence agencies able to effectively collect and use national competitive intelligence. We can see that a reasonable and efficient national competitive intelligence system will determine whether each country can maintain its competitive advantage in the future of international competitiveness.The first part of this paper introduces the background and research of national competitive intelligence system at home and abroad. The second part summarizes the national competition intelligence and its system, explains the concept of national competitive intelligence's evolution and applications, discusses the structure and function, development model, management system and operation system of national competitive intelligence system, and analyses theoretical basis of National Competitive Intelligence System detailed (theory of comparative advantage, competitive advantage theory, comprehensive national strength theory, organizational theory, intelligence demand theory), so ensure the feasibility study of National Competitive Intelligence System in theory; The third part is the core of this thesis,it research the U.S. and China's national intelligence system firstly, and then compares competitive national intelligence system from the five points of view between the United States and China, which are role of government, laws and regulations, institutional arrangements, mechanisms and intelligence personnel training. In the fourth part, it indicates that in the current National Competitive Intelligence System in China exist many problems. Combined with the experience of the United States, we must innovate from the information, role of Governments and enterprises in international competitive advantage be improved in terms;national competitive intelligence system that can be constructed from the harmonization of national intelligence, and integrating the national intelligence resources to begin.Finally, it summarizes the construction of National Competitive Intelligence System in China in order to give modest in the theory for the study of national intelligence competitive systems.Innovation of this paper mainly in two aspects: First is theoretically innovation, it mainly embodied in build National Competitive Intelligence system's theoretical foundation; second is perspective innovation, it mainly reflected in using comparison analysis methods to study National Competitive Intelligence system. In this paper, there are both normative theory explanation and empirical study, it trying to form a complete theoretical system, which is the most important feature compared with domestic research about National Intelligence System, deeper also more convincing.
