Our enterprise has already got into the ages that the strategy overcomes. How hold tight opportunity in the environment of numerous and complicated complications? How outshine others in the vigorous competition day by day, are the problem of great existence and development that all enterprises face.Especially to the turning points in the develop process of Liaohe Oilfield General Petrochemical Factory(call General Petrochemical Factory as follows),which would soon once walk the Eleventh Five-Year Plan and get into the Twelfth Five-Year Plan. General Petrochemical Factory urgently to draw up a set of complete and applies development programming,to keep on development to face the circumstance of many problems.Thus the development problem of enterprise could rises to a strategic problem.Depend on strategy management to keep on enterprise stabilizing and health development, to build the enterprise development foundation in the future.I am a manager.I have been wanting to study to build up a set of enterprise development of my factory. So I chose this topic.The text analyzes to the external environment in General Petrochemical Factory, put forward currently exist of good situation and disadvantageous factor,the concrete enterprise background, and the enterprise's strategic development target in the coming five years. The enterprise also put forward concrete strategic measure in the marketing and sales, finance,production,human resource and the enterprise culture.General Petrochemical Factory has solved the problems of where and how develop during the Twelfth Five-Year Plan,by the strategy, system theory, and policy decision, make use of the method of cultural heritage survey, observe method, concept analysis methods and so on, fixed amount and qualitative analysis etc.It is divided into five sections:the first part introduce the basic conditions; the second part of an external environment analysis, environment and industry from the competition was analysed and made the business opportunities and threats facing; the third part of the internal environment analysis, from the industrial categories, human resource situation, industrial and commercial power systems, market, waiting for six aspects analysis, and the business of superiority and inferiority; the fourth part of the strategy under the current analysis, the enterprise internal and external conditions, planning to set up The Twelfth Five-Year planning; the fifth part of the seven proposals put forward a plan to implement protection measures and the planning and implementation process requires attention of the problem.
