Paying special attention to the material purchasing plan and control is one of the key links for enforcing the enterprise core competitive ability and enhancing the competitive advantage. Then, the outline of Portland garden is introduced. Due to the high level which the project is based, and a lot of requirements requested by the owner, three stages processing respectively during the whole project, rather than the normal progress that is done accroding to the engineering project construction node, and involving the problems of the anti-season construction, the purchase management of materials puts forward new requirements.In this paper, during the process of project implementation, the factors affected by the materials purchase are needed to be analyzed further.
