Firstly, in this paper, the background of landscape projects is introduced. The cost of materials which is about 60% or more in the project is an important part of the landscape projects. Paying special attention to the material purchasing plan and control is one of the key links for enforcing the enterprise core competitive ability and enhancing the competitive advantage. Then, the outline of Portland garden is introduced. Due to the high level which the project is based, and a lot of requirements requested by the owner, three stages processing respectively during the whole project, rather than the normal progress that is done accroding to the engineering project construction node, and involving the problems of the anti-season construction, the purchase management of materials puts forward new requirements.In this paper, during the process of project implementation, the factors affected by the materials purchase are needed to be analyzed further. Through the analysis of the characteristics of landscape material, garden supplies have three characteristics: varieties, few numbers, and ecologic of the implementing objects. According to the unfavorable factors, relevant measures have to be taken and methods of the administration must be improved. Based on the analysis of the particular characteristic of landscape engineering projects organization, and combined with the material characteristic of the project, it is confirmed that structure mode and project organization structure has to use the linear organization. Through the discussion of the theoretical basis for project plan, and the analysis of specific problems in the implementation of the project purchasing plan, purchasing time is not easy to determine, the purchasing basis is not consistent and the purchasing cycle is urgent. Because of the frequence of change, no storehouse for storing materials, the commodities not directly to the spot, and the characteristics of the landscape material itself, the corresponding messures have to be taken to program the purchasing plan. Before selecting the method of the purchase, the project materials of Portland garden have to be categorized by ABC for management. The kind of primary material A uses the JIT purchase pattern, the kind of secondary B materials implements the department organization purchasing according to the monthly purchasing plan and the kind of C materials is supplied uniformly and balanced regularly. The kind of A materials is bided by limited competition, and the kinds of B and C materials use the way of inquiring purchase materials, applying the method of cost and market to determine the price, and sign the purchase contract. The purchase plan is controlled dynamically by combining the two ways of everyday observation and regular monitoring. The dynamic control record methods, applying the bar chart comparing, can be used to compare and analyze the progress of purchasing, take corresponding precautionary measures according to the implementation of the project, and take measures to adjust for detecting the behind schedule for the project materials such as seedlings and stones entering the spot. Using the material quality management Plan - PDCA (Check - Action Do - the basic principle of circulation makes sure the quality goal. Through before, during and after the quality of material control and management, and the improvement of materials quality by rolling cycle continuously each time, the quality management and quality control of continuous improvement are achieved. The cost of materials should be enforced to manage and the actual consumption will be controlled strictly in cost plan range. Suppliers are classified for managing and into A, B and C. A is an important supplier, B is a secondary one, and C is a regular supplier; Then, based on the management requirements of the landscape construction project, the assessment standard and method are set, and suppliers are assessed; Finally, according to assessment results the material supplier database is established and suppliers are divided into "qualified suppliers" and "no qualified suppliers", and spur the performance of excellent supplies.In this article, through the implement of the purchase plan and control of Portland gardens, during the implementation process of the project, not only the supply of goods is ensured, but the management of the project is improved efficiently and the cost of the enterprise is lowed. Further promoting institutionalizing the enterprise construction and guiding the next implementation of the project is important for realizing the overall target of the project.
