The global spread of the COVID-19 has seriously affected the global supply chain.The shortage of materials and the soaring prices have made enterprises face a severe test.The uncertainty of supply has also increasingly highlighted the importance of purchasing and supply management in business operations.By optimizing purchasing management to reduce cost and increase efficiency and ensure supply,it is of great significance to manufacturing enterprises in an uncertain market and an ailing economic situation.S company is an R & D and manufacturing enterprise providing battery management system(BMS)for new energy vehicles.The market capacity of new energy vehicles is huge,but it is still in the early stage.The market demand is characterized by mass varieties and small batches,with high technical and urgent delivery requirements.In terms of BMS materials,S company has many part numbers,and the demand of a single part number is small.Therefore,the bargaining power against suppliers is weak,and the willingness of suppliers to cooperate is not strong.Furthermore,the organizational structure and business process are not set reasonably,resulting in problems in purchasing management such as low efficiency.By analyzing the current situation of S company’s purchasing management based on the theory of purchasing and supply chain management,Kraljic matrix and ASME method,this paper puts forward the corresponding optimization scheme for the more prominent problems existing in S company’s purchasing management: reducing purchasing cost and ensure supply through material classification based on Kraljic matrix;improving purchasing efficiency through adjustment of organizational structure and optimization of purchasing process;improving supplier quality and performance through establishing selection process and optimizing performance index of supplier.At the end,this paper suggests relevant measures to support the implementation of purchasing management optimization.By optimizing and improving the problems in the procurement management of S company,the overall purchasing cost of S company is reduced,and the operation efficiency,profitability and market competitiveness of S company are improved.
