Rural highway act as rural utility infrastructure of basics,serviceability and public interest , it plays an important role in propelling rural economy and society forward,promoting peasants'harvest and income,and improving peasants'living standards.Rural highway has become the general focus of government and society.Speeding up the construction of rural highway is an important political task of the party central committee and the Sate Council in the new period.It is an important component part in the strategic mission of constructing the new socialist countryside.The new great mass fervour of constructing rural highway has raised in Nantong(å—通) since 2003.Classified highways spread all over the administrative village,and more than 7000 thousand people is benefited.Great progress has been made in constructing rural highway , but the conflict between supply and demand is still prominent .How to relieve the conflict has become an urgent problem from now on.This article starts from the fundamental theory of public goods , synthesize the theory of public administration, public sector economics, public choice theory, transportation economics and mathematic statistics.The data material in the article is based on the interrelated data of rural highway in Nantong(å—通),and the primary data by questionnaire survey .The article combines quantitative analysis and qualitative analysis to analyse the achievement in rural highway demand in Nantong(å—通),the problem at present ,and the article also analysed need demand ,the factors affecting demand elasticity,hobby preference,etc.Through the contrastive study between supply and demand,we came to an conclusion that there are sharp conflicts in several aspects of supply and demand of rural highway in Nantong(å—通),such as principal part , aggregate,fund and type.The conflicts have some negative impact on the benefit of rural highway.In the final part of the article ,we drew on the overseas experience ,and put forward the strategy for relieving the conflicts of supply and demand of rural highway in Nantong(å—通) from the following six aspects:constructing and improving the preference reveal mechanism, supply strategy mechanism,supply system, financing mechanism, supervision and restraint mechanism,and the interrelated supporting policies. |
