A Study On The Present Situation And Countermeasures Of Rural Information Poverty Based On The Viewpoint Of Supply And Demand

At present, there is an imbalance between the east and west, and also between the rural and urban social economic development in our country. The social economic development of the western rural area has been relatively backward. Now our country is moving towards the information society. Developed areas are now in the leading position in the construction of informatization through the economic advantage to expand economic advantage to the information level, which resulted that information superiority promote the development of economic in turn and formed the economic advantage again. Through the interaction and the inter-complement of economic and information advantages, we get the "Matthew Effect" which is formed on the economy and information." Matthew Effect" makes farmers information weak groups, and the problem of rural information poverty comes out. With time going by, the problem of rural information poverty is deepening, which hindered the balanced development of the social economy in our country. On the 18th National Party Congress, China proposed "four new modernizations", the informationization and agricultural modernization is closely related to the rural information poverty, and also they are the important measures to solve the problem in our country.In contract with other cities in Sichuan province, the economic development of Guangyuan city is relatively lagging behind, the total economy long-term in a backward state. The research on the rural information poverty is benefit to develop economic in Guangyuan, eventually alleviate poverty problems in Guangyuan.This paper refers to the related literature at home and abroad, draws on the latest information on rural poverty research results both at home and abroad, based on the vicious circle of poverty, information asymmetry theory, and the rural public product theory. On the premise of fully and pratical questionnaire survey, and in the perspective of farmers’ demand of information and the information supply of government, this paper studies the problem of rural information poverty in Guangyuan, and provides countermeasures and Suggestions on it. At first, this paper introduces the background of this research, definites the related theory of rural information poverty, states the concept of rural information poverty, shows the present development abroad, puts forward the theoretical basis in this paper. Besides, based on the perspective of farmers’ information demand, we made a survey on the status of the farmers’ information demand in Guangyuan to analyse the present situation of the farmers’ information demand in Guangyuan. In addition, based on the perspective of information supply of the government, with a large number of fact and data, with the information supply of the government in Guangyuan, we made analysis about the present situation of the rural information poverty in Guangyuan. Finally, at the same time with combining with the local actual situation in Guangyuan, we took the experience of the developed areas as examples, to provide some countermeasures to solve the rural information poverty in Guangyuan.Finally, the paper concluded:in the process of solving the problem of rural information poverty, we should mainly start from the farmers’ information demand and information supply of the government, the government should strengthen the quality of the information products, increase the financial input in rural information infrastructure, improve the information environment, construct information market, train and introduce information talents; Farmers should improve their own quality in information area and scientific and cultural qualities. I hope to solve the rural information poverty in Guangyuan city, promote the economic development of Guangyuan, and alleviate the poverty in Guangyuan through the above methods.
