The Evaluation Research Of Ecological Livable City Environmental Performance Audit

Since the reform and opening, our economy develops rapidly, but the extensive development mode has brought a series of problems, such as the explosion of urban population; deterioration of living environment. As a healthy urban development mode, ecological livable city points out the direction for the construction of city. Countries annually invest a lot of manpower, material and financial resources to carry out the construction of ecological livable cities, and as the main fiduciary management, in order to ensure its livable city construction economy, efficiency, effectiveness, the government need to send the relevant national experts to conduct audit of its operational performance. Through the researth of related theories and practical investigation, we aim to build a set of ralatively complete and effective environment performance evaluation system, in order to further promote the construction of China’s ecological livable cities, and perfect the environmental performance audit theories with my modest contribution.This article first introduces the ecological livable city, environmental performance audit, performance evaluation and other related concepts and research situation at home and abroad, also describes the theoretical basis of ecological livable urban environmental performance audit; On this basis, five indexes including economic development, culture and education, infrastructure, environment, safety and security occupy performance audit evaluation index system of urban environment, when the above five indicators are subdivided layer factor indexes, the "Pressure-State-Response" (PSR) conceptual framework are used to build performance audit evaluation indexes of ecological livable urban environment. Combining with qualitative and quantitative, comprehensive and representative principles, we construct three-level index system. By using the Delphi and the level of analysis methods to determine the weight of each index, we establish a more scientific evaluation system. Tindicator and livable city compliance standards, we use the fuzzy comprehensive evaluation method to evaluate the implementation of its various performance indicators, and then based on the results of the evaluation, we analyze and put forward constructive suggestions accordingly.
