Nowadays,"peace and development"is the theme of human life. The sustainable development ways have been explored all through both in developed and developing countries. China, as a developing country, has to persist in taking the national economy developing and economy construction as the center, for the basic aim to improve social productivity, enhance the overall national strength and continuously improve the living standard of residents. High-speed economic development will intensify the contradictions between economic development and environment, which is the material basis for the survival of human beings and sustainable development. With fierce growth of population, steady decline of arable land, asymptotic depletion of land resources, and the deteriorating quality of the environment and so on, socio-economic activities are beyond the carrying capacity of natural ecosystems, owing to which a series of problems in ecological environment that affect human self-development appear. To coordinate the mutual relations of economic activities and environment system structure, avoiding repeating"treatment after pollution"or"pollution-control edge"in developed countries, and deal well with the relationship between economic development and environmental protection, at the beginning of economic development, a good environmental planning from overall point of view with reasonable arrangements should be made, which is also the main task of environmental carrying capacity study. Within the study, it's desired to find effective ways to avoid the restriction of environment and energy and attain sustainable development, which has been the most important issue in national economic and social development. To improve the quality and efficiency of economic growth, realize the unity of speed, structure and effectiveness, and promote economic development to a new height increasingly, the favorable conditions and factors must be make full use of in situational, human, natural, capital, technical, resources and foreign resources and so on. At the same time, the development should fully take environmental carrying capacity into account by coordinating economic development and ecological environment, achieve a good cycle between natural ecosystems and social economic system, consciously protect and enhance developmental sustainability, and leave adequate conditions and space for development for our future generations.Having been a global hot topic to be proposed, the sustainable development had been undertaking as a unique development choice for countries all around the world. That it is an integrity strategy, about the human society and the economic development, has carried on a brand-new revolution to the human values and the thinking mode. The massive practices had proved its implements could keep the stability of sustainable development in region system from destroys. Therefore, the development of the economic society should be in its scope principle. However, if constructs projects by excessive consumption of resources and the environmental destruction, the vicious circle, a series of problems between the ecological environment and the economic society, will be caused. As a capital stock of the human economic social development, it is a strategic significance that follows the principle with the economic social development and the environment supporting capacity in coordination.The environment system is an open one and an outside world as well, which takes the human society as center and maintains its own motional and stable state to be far away from the equilibrium through the unceasing inputs and outputs among energy, material and the information. Being the threshold value of supporting ability to reflect the mutual functions between the environmental system and the human activities, the environment supporting capacity, as an external performance, an objective attribute of the environmental ecosystem, and functions containing independent variable such as time, space and economic activities and so on, has been brought forward. From its indicator system and the computation load bearing rate, the actual load-bearing capacity, the supporting capacity size, the synthesis value's computation, the overload and the condition coordinated degree between the environment and the economy could be received. Consequently, study, on the theory and the quantification method in environment supporting capacity, is a vital urgency and practically significant instruction to the human society economic activities and the developmental relationship between the human race and the environment.In the present study, the origin and evolution of environmental carrying capacity analyses and systematic explanations are given, based on the previous sustainable development and environmental science studies. An indicator system of evaluation for the environmental carrying capacity calculating using the econometric model of entropy and state space is proposed. An example in the city of Tsingtao between 2000 and 2005 is described. Calculations in environmental carrying quantity, environmental carrying capacity and environmental carrying rate of all subsystems of environmental systems, and integrated environmental carrying capacity in are given, with a considering of the changes and development. Finally, some related policy recommendations are pointed out.
