Third PlenarySession of the party’s eighteen put emphasis on the ecological civilization system constructionas a separate part, and proposed a delimitation of ecological protection red line. As a strategicchoice for the sustainable development of ecological environment, ecological protection redline is up to the characteristics of the times. By constructing ecological protection red line, itreduces predating exploitation and destructive development to the nature resources. It alsofacilitate the balance among population, resources and environment while uniting the benefitof economy, society and ecology benefit could be made in this way. On the base of the nationaland international ecological protection redline cases and practice, this research has dived intothe connotation and scientific nature of the ecological protection redline, develops themultidimensional system which enrolls ecological space, resource exploitation andenvironmental protection elements regarding the ecological protection, as well as theestablishment of corresponding delineated technical methods and implementation guaranteemechanism. And this theory guide to carry out a case study of Ningde city Fujian provinces.The main research conclusion as blow:The concept of Redline is gradually applied in the field of ecological protection, andthe formation of redline ideological theory has involved three main stages: incubation andexploration period, formation and development period, and establishment and optimizationperiod, begin with strict control of space boundaries of the area, and then gradually developsas the system arrangement to safeguard regional ecosystem, from natural sciences expandingto social sciences and humanities. The scientific nature of redline can be defined as restraint toavoid the overexploitation of ecosystem due to the anthropological disturbance, as well as thebaseline to maintenance of regional ecological safety and human health. The essence of theglobal ecological environment protection issue is caused by the anomie of human activities, and the situation leads to ecological security problems including the depletion of resources,environmental pollution and ecological stress. Regional ecological risk is mainly due tohuman’s activities about dominating eco-space, resource exploitation and the accumulation ofpollutants discharge, which directly threat the regional ecological system’s structure, processand function. Therefore, ecological space, resources and environment must be concluded inRedline in practical application. Redline will fulfill several demands in many ways. Forinstance, it will reflect structure’s optimization, scale controlling, efficiency enhancing andquality assurance. It will retain the bottom line, control in the middle and warning on the top.In brief, it will realize a comprehensive ecological management system.Based on the above theoretical system and method’s research, this paper selects Ningdecity in Fujian Province as the research object to construct the ecological protection redlinesystem. Results show that Ningde leading ecological service function is soil conservation,water conservation and biodiversity protection. The soil erosion and marine ecologicalsensitivity is the main factors of the total eco-environmental sensitivity. The total area ofNingde ecological space red line is4258.03km2, accounting for31.65%of the total land areaof Ningde. According to the local situation, there are guideposts as the corresponding controlrequirements which surround the energy consumption, the resources output, the resourcesbottom-line, pollution, pollutants discharge standards and environmental function areasstandards.
