Research On Ecological Protection Red Line System

The delineation of the red line of ecological protection has been put forward in order to maintain the natural ecological service function, to ensure the safety, protection and rational utilization of natural resources in our country in the first time in 2011.This is another referred to the national level of the lifeline after the 1800 million mu of arable land red line in our country.The division method of ecological protection red line and construction of the red line system of ecological protectionin were studied with the actual situation of Pingjiang county, by the multi factor evaluation method, comparative analysis method, quantitative analysis method and GIS technology according to the national ecological protection red line technical guide for the delineation of the ecological function baseline (Trial Implementation).The main conclusions are as follows:1. The division method of ecological protection red line and the construction of the red line system of ecological protection in the county area. With the ecological space, resource development and environmental protection as the main contents, the ecological protection of the red line system was constructed;In the division method,the red line of ecological space includes ecologically sensitive area/ vulnerable ecological area, important ecological function area and prohibited development zone.From three aspects of resource consumption, resource efficiency and resource reserve, the red line index system of resource development was established. environmental protection red line indicator system was established from the total amount of pollution emissions, pollutant emission concentrations, environmental quality standards.2. Division of the red line of ecological protection in Pingjiang County.Results showed that:water conservation,water and soil conservation and biodiversity protection are the dominant ecosystem services function in Pingjiang county.Sensitivity to soil and water loss is mainly based on the sensitivity of ecological environment,the total area of the ecological space of the red line is about 1022.69km2, accounting for 24.37% of the total land area of Pingjiang county.The index system of resource development and environmental protection red line has been established with the relevant environmental standards according to the local natural environment and social economic development status in terms of energy consumption, resource output and other aspects which conforms to Pingjiang county.3. The management mechanism of ecological protection red line in Pingjiang county.Security mechanism of ecological protection red line has been put forward according to the improvement of cognition, classification management, evaluation mechanism in ecological space red line;to saving resources and improving the output rate of resources, property rights and use of control, ecological compensation system in the red line of resource development, to environmental regulation, environmental assessment, scientific and technological development and fund raising, etc. in the red line of environmental protection in Pingjiang county.
