In recent years, with the development of geographic information technology, the information management based on the spatial location has become a hot spot in various fields, which provides a new idea for rationalize management of meteorological data. Since the meteorological data is mixed attribute data in time and space, combined with the unusually large meteorological data, people began to seek a more rational and visual way to display weather information. Under this background and the actual demand, to build a clear structure, scalability, ease of integration of the common weather information system as the target, a model of meteorological information release platform based on Web GIS is proposed, and the design and implementation of methods is studied.Firstly, the concept of spatial data model are described, for spatial entity object classification, analysis of the hierarchical organization model space objects, on the basis of an abstracted a model of weather-stations space object. Business attribute data were analyzed, according to the space model and business data features and attributes Arc GIS Server architecture presented a three-tier distribution platform generic model based on Web GIS containing data layer, weather information and interactive business logic layer.Secondly, a detailed three-tier implementation model is given. Data layer use Geo Database to magage spatial data and use Microsoft SQL Server to manage the attribute data; services layer use Arc GIS for Server to publish and manage GIS services and in the.NET Web services platform to implement data interaction; interactive layer use component-based Flex Viewer framework to build Web client side, the framework leverages Arc GIS API for Flex interface, and introduces the development of custom components and config file.Finally, according to the general proposed model, meteorological information to Qinhuangdao Municipal Meteorological Bureau proposed publishing platform as the background, the use of Flex Viewer, Web GIS, SQL Server and other technologies designed and implemented Qinhuangdao meteorological information publishing platform, which achieve the development of various functional modules, to meet the real needs of the Bureau of Meteorology. The results showed that according to the project acceptance, the platform has a strong practical and scalable, and has a good user experience, has a strong practical value for the rationalization of the management of meteorological data.
