Because of the development in economic and social areas, information technology and network technology got great development, the public demand more meteorological information service, meteorological information service users are increasingly not satisfied of text description, they hope to gain more information from weather maps directly. To the public, it does not need to understand the temperature data formats and professional software operation, only need visual temperature information through network and obtain public meteorological service. Therefore, it is very important that temperature data in professional meteorological data format are transformed into public information service data formats.At present, most meteorological departments are using stand-alone system to do profession data analysis and processing, then they publishes the results in text format temperature forecast. Because of that, meteorological information can not be directly used for public weather services and domain weather information services which are required for professional visual graphic expression. With Google Earth as the representative of the types of geographic information service platform's rapid development, meteorological information services that transfers to new services platform is an inevitable trend. Temperature is the measure of meteorological heat, also is one of the basic elements for meteorological information service. Consequently, the paper reference to the past research results, and takes the temperature data as a result, studies KML generators for the publically meteorological information services, for the professional geosciences data published into the public's geographic information services platform.KML generator is a geographic data viewer. It does geographic data preprocessing and analysis, then it converts the basic geographic information data and professional geographic information into KML files, thirdly, it designs and achieves friendly visual interface using the KML language to enforce the geographic data published into Google Earth's geographic information service platform.For these functions, the KML generator can facilitate data sharing. The paper designs and implements the KML generators for the publically meteorological information services. it take the temperature data in the meteorological elements for example. particularly discussed the functions and implementation methods of KML generator. We have to account for that the paper uses spatial interpolation methods to do temperature data analysis in KML generator; we do a large number of experiments to join the vertical temperature lapse rate on the temperature effect, it improves the methods of spatial interpolation for daily temperature. The KML generator designs a flexible information visualization interface using KML language in Google Earth platform to satisfied users with no special backgrounds. Therefore, KML generator for temperature data provides an intuitive temperature data analysis and visualization support, it also provides effective and practical means for public weather services, professional meteorological services and decision-making meteorological release.
