Aiming at the exiting problems of higher power consumption, less-intelligent and low efficiency in present water resources monitoring equipments in country, This paper design a multicenter and multi-mode data transmission control system based on low power.The system is consists of three units:a monitoring center unit, a transmission unit and a base station unit. Embedded optimization algorithm to the system, this paper details the theoretical basis for the data quality optimization method. In the hardware designing, the paper presents the circuit designing of low power by discussing low power hardware implementation, at the same time, a Ethernet communication circuit, a GPRS communication circuit and RS232/485 communication circuit is designed according to the actual needs of the project. In terms of software, The base station software design based on μC/OS-Ⅱ embedded real-time operating system. System migration and mission planning had been achieved.In order to facilitate testing of system hardware, a set of experimental test platform is designed, and the working principle of the test platform is introduced in detail.In power test, the power consumption of the terminal circuit board is tested by the power meter, and the average power consumption of the board is reasonably estimated, and the power consumption of the system is satisfied with the power consumption of the system design.At the end of the paper, to ensure the stability of the system, the stability test of GPRS data transmission is carried out by the monitoring center.This paper provides a solution and design ideas for the type of monitoring terminal system.
